This setting defaults to Immediate email notifications when anything other than All Topics is set for the New Users Automatically Follow setting. When All Topics is selected, it defaults to Daily emails to prevent new users from unexpectedly getting inundated with many emails that they didn’t subscribe to and then marking those emails as spam. If emails are marked as spam, email providers will begin putting all emails from the forum into the spam folder by default for all users, so extra precautions are taken to ensure that doesn't happen.
Notifications are not sent for content that the user isn't following, has already read, or posted themselves.
