Can we limit one account per IP address?

Limiting account creation by IP address is an unreliable and unrecommended approach because it is common for users to have the same IP address. For example, in the case of using a public proxy or VPN, or even multiple users on the same home or office network. IP addresses can also change very often due to internet service providers dynamically assigning Ip addresses to users, so an IP address can belong to one user one day and a different user the next day.

Instead, we limit account creation by email address. Multiple accounts can’t be created using the same email address. You can manually review the IP address of the account when they sign up if desired.
