Suffolk police officers initially went to the house of Thomas Martin, 69, in East Patchogue, after neighbors complained about trash littering his front yard. Inside, cops discovered mounds of hard-core porn magazines and became concerned after neighbors told them of his frequent underage visitors. He was arrested and charged with six counts of endangering a child. Police said yesterday that there was no evidence that Thompson sexually abused any of his visitors, who ranged in age from 10 to 14. Police said Thompson would regularly invite kids from his block and surrounding area to come look at the magazines that littered his one story house. Agent Jane Turner said the FBI and local law enforcement failed to interview a 9-year-old Indian boy who was abused in North Dakota. The interview could have uncovered evidence of other victims. A TV broadcaster pleaded guilty to the abuse of the boy and was sent to prison. Turner said she intervened in another case on the Turtle Mountain Reservation in North Dakota. She said the BIA documented injuries of a 3-year-old boy as caused by a car accident but she discovered they were the result of abuse by the boy's father. Conditt Jr., 53, who retired in 2001, was sentenced last week to 12 years in prison in Tarrant County court in Fort Worth, Texas, after he admitted he molested the daughter of two FBI agents after he retired. He acknowledged molesting at least two other girls before he began his law enforcement career, his lawyer said. Conditt sought treatment for sex offenders after his arrest last year, said his attorney, Toby Goldsmith. ``The problem these people have is they don't really feel like it is their fault,'' Goldsmith said. ``The treatment doesn't work unless you admit you are the one who instigated it, and he did that.'' Conditt headed the internal affairs unit that investigates agent wrongdoing for the Office of Professional Responsibility at FBI headquarters in Washington from 1999 until his retirement in June 2001, the FBI said. He wrote articles in law enforcement journals on how police agencies could effectively investigate their own conduct. FBI officials said Tuesday they had no information to suggest that Conditt had any problems during his career and he was never the subject of an investigation. Tarrant County Assistant District Attorney Mitch Poe, who prosecuted the case, said he wanted a longer prison sentence and was skeptical of Conditt's claim that his molestation of children subsided during his FBI career. ``Both myself and the judge in open court, we were kind of skeptical but we don't have any evidence,'' Poe said. A recently retired FBI whistleblower who brought allegations to Conditt's office that agents had not aggressively pursued evidence of sexual abuse in Indian country said Tuesday she now questions whether his personal history affected that decision. ``Before, it never made any sense,'' retired agent Jane Turner said of the FBI's decision to decline to further investigate her allegations. ``Now I can understand. Why in the world wouldn't you want to investigate that?'' Goldsmith said he was concerned about the safety of his client in prison given that he is a former FBI agent and an admitted child molester. ``He's not going to be comfortable in the penitentiary,'' the lawyer said. Goldsmith said his client had admitted that he had molested at least two other girls before he became an FBI agent more than 30 years ago, but that there was no evidence of any wrongdoing while he served in the bureau. ``It seems that he never did because he had stricter control at that time,'' the lawyer said. Conditt could have faced life in prison, and prosecutors requested he get 50 years. The judge sentenced him to 12 years in prison, in part citing Conditt's decision to spare the victim the trauma of a trial, Goldsmith said. Conditt's conviction is the latest controversy to strike the FBI's Office of Professional Responsibility. Last year, FBI Director Robert Mueller transferred the head of the office to another supervisory assignment outside Washington, three months after rebuking him for his conduct toward a whistleblower. The award to Sharon Simone, 45, and Susan Hammond, 44, followed testimony of Rodgers� four daughters in person or through depositions, describing repeated physical abuse and sexual assaults by their father from 1944 through 1965. Rodgers, 72, who became a child abuse expert after retiring from the FBI and joining the colorado Springs DA�s office, failed to appear for the trial. But in a deposition taken in March, Rodgers denied ever hitting or sexually abusing his children. He admitted that he thought of himself as a "domineering s.o.b. who demanded strict responses from my children, strict obedience." But it never approached child abuse, Rodgers said. "Did I make mistakes? Damn right I did, just like any other father or mother..." Thomas Gresham, Rodger�s former attorney, withdrew from the case recently after being unable to locate his client. Rodgers recently contacted one of his sons from a Texas town along the Mexican border. Gresham said his last contact with Rodgers was on April 24. The sisters reacted quietly to the verdict, and with relief that their stories of abuse had finally been told. "I feel really good that I�ve gone public with this,"Hammond said. "I am a victim, the shame isn�t mine, the horror happened to me. I�m not bad. "My father did shameful and horrible things to me and my brothers and sisters. I don�t believe he is a shameful and horrible man, but he has to be held accountable," Hammond added. The lawsuit deeply divided the Rodgers family, with Rodgers� three sons questioning their sister�s motives. Immediately after the verdict, son Steve Rodgers, 37, reacted angrily, yelling at his sisters in the courtroom. Later, Rodgers said he loves his father and stands by him. He said his sisters had told him their father had to be exposed the way Nazi war criminals have been exposed. "In a way I�m angry with my father for not being here. But I�m sympathetic because he would have walked into a gross crucifixion," Rodgers said. Steve Rodgers never denied that he and his siblings were physically abused, but disputed that his father molested his sisters. Before the jury�s award, Denver District Judge William Meyer found that Rodger�s conduct toward Simone and Hammond was negligent and "outrageous." Despite the length of time since the abuse, the jury determined the sisters could legally bring the suit. The statute of limitations for a civil suit is two years, but jurors determined that the sisters became aware of he nature and extent of their injury only within the last two years, during therapy. The jury then determined the damages, finding $1,240,000 for Simone and 1,079,000 for Hammond. The sisters had alleged in their suit filed last July that Rodgers subjected his seven children to a "pattern of emotional, physical, sexual and incestual abuse." As a result of the abuse, the women claimed their emotional lives had been left in a shambles, requiring extensive therapy for both and repeated hospitalizations of Hammond, who was acutely suicidal. Simone developed obsessive behavior and became so unable to function she resigned a position with a Boston-based college. Despite the judgment yesterday, Rodgers cannot be criminally charged. the statue of limitations in Colorado for sexual assault on children is 10 years. He was sentenced Monday in U.S. District Court to a year in prison on one count of possession of sexually exploitative materials involving minors. He had pleaded guilty in March. Buie, a former FBI sniper who worked for about 30 years for the agency in Seattle, Butte, Mont., and Salt Lake City, participated in the arrest of Dallas in 1982 in Paradise Valley, Nev., after the self-proclaimed mountain man had spent a year on the run after killing two Idaho Fish and Game agents. Dallas served 22 years in prison for manslaughter. OSSINING — State police and FBI agents arrested a former Ossining police officer on child pornography charges at his Dutchess County home.

William P. Costa, 58, of Greenhaven Road, Poughquag, was charged Friday with 28 felony counts related to possessing and disseminating child pornography.

Costa retired from the Ossining village Police Department on Sept. 4, 2004, after nearly 31 years as a patrol officer.

Chief Joseph Burton said village police were informed of the case against Costa on Friday.

"The department is very saddened to hear of his arrest," Burton said.

Burton said there were no complaints of any problems with Costa during his time on the force and that he was never assigned to work directly with children.

The case was developed by the New York State Internet Crimes Against Children Task Force in Albany, a state police unit that works with the FBI to investigate child pornography and exploitation cases.

It stemmed from the arrest several months ago of an active Las Vegas police officer who was accused of having child pornography on his computer, said Investigator Brian Hoff of the state police in Stormville. A forensic analysis of the Las Vegas officer's computer indicated Costa had sent him the child pornography, Hoff said.

State police seized two computers from Costa's home at the time of his arrest, Hoff said.

Police investigating 1980s sex assaults

Abbotsford Police are investigating allegations of sexual assault lodged against a former Abbotsford RCMP officer.

Const. Casey Vinet confirmed yesterday the Abbotsford Police are investigating historical allegations of sexual assault that date back to the 1980s, when the officer was posted with the Abbotsford RCMP.

Police are not confirming the man's name or the detachment he is now working with, but RCMP in Ontario say they have suspended an officer with pay as a result of the Abbotsford Police investigation.

The investigation began in January, said Vinet, after Abbotsford Police received a complaint about the former Abbotsford RCMP officer.

No charges have been laid, but the RCMP officer has been interviewed and police are working closely with the alleged victims.

Vinet said the investigation led officers to five complainants. He could not confirm if the investigation relates to on-duty or off-duty conduct by the officer.

One of those complainants told the Abbotsford News he was "raped" by the officer inside the Abbotsford RCMP detachment in 1983, and was "terrorized" by the officer for over a year.

The News is not printing the man's name because his identity would be protected if the case goes to court.

He said he was scared into withdrawing his complaint to the RCMP at the time, and said the RCMP "basically covered it up."

He said other RCMP officers knew what happened to him, and said another RCMP officer was present when the officer under investigation allegedly planted drugs in his car.

"This has destroyed my life," said the victim. "I'm very angry."

B.C. RCMP spokesman Sgt. John Ward said: "it's not the RCMP's practice to cover anything up" and added they are accountable to the public.

He has heard that there was an investigation conducted by the RCMP into the allegations, but did not know yesterday what the outcome was.

"We are trying to locate those files," he said, noting he didn't know where Abbotsford RCMP files went when the detachment left Abbotsford in 1995.

Fresno County sheriff's Sgt. Ron Vaughn Jr. turned himself in to federal agents Thursday and was arrested on suspicion of possession of child pornography.

Last week, investigators found 50 pornographic images and 20 pornographic movie files — involving children, some as young as 4 years old — on a computer at his photography studio in Clovis, according to an arrest warrant.

Investigators, including federal agents and a sheriff's detective, said in the warrant affidavit that they believe the images and videos were obtained from the Internet.

If convicted, Vaughn could be sentenced to 10 years in prison and fined $250,000.

Vaughn, who injured his back in an on-duty car collision, has been on leave from the department for about two years. He has turned in his badge and gun and no longer has peace officer powers, but is still a member of the Fresno County Sheriff's Department, Assistant Sheriff Tom Gattie said.

Vaughn is on long-term disability through the Fresno County Deputy Sheriff's Association, Gattie said. He last worked for the Sheriff's Department as a patrol sergeant and was previously a detective in the sex crimes investigations unit.

Vaughn made his first appearance in federal court shortly after his arrest and was released without bail. He's due back in the downtown Fresno courthouse on Nov. 28, when he could face a grand jury indictment or a preliminary hearing.

Vaughn has been under investigation for about a month. Early in the investigation, a Sheriff's Department detective and a federal agent met Vaughn at his Clovis studio, Ron Vaughn Jr. Photography, according to court documents.

The investigators explained the allegations against Vaughn and, with his permission, searched a laptop computer. They found four movie files on the computer with child porn titles and later, after obtaining a warrant, found additional child pornography.

Vaughn told the investigators he had been "set up" by his ex-girlfriend.

Investigators also seized several items from Vaughn's home, including digital camera media cards and a laptop computer. The investigation of Vaughn continues, and detectives will examine the seized computer data and laptop.

"We owe it to the victims to find out the truth," Gattie said. "That's what we're trying to do."

Vaughn didn't enter a plea during his first appearance in federal court, but outside the courtroom, his lawyer, Rick Berman, said he doesn't think Vaughn did anything illegal. Once they're able to see the images, Berman said, he and Vaughn will be able to offer a reasonable explanation. "And the issue will be resolved favorably to Mr. Vaughn," Berman said.

After Vaughn's court appearance, he was released on his own recognizance with conditions, including:

He can't photograph children at his studio.

He can't have Internet access.

He can't go within 100 feet of a school, playground or other places where children gather.

He can't leave the federal court system's Eastern District of California without permission.

He can't view or possess child pornography except with his attorney to prepare his case.

The Douglas County sheriff's deputy who was arrested Thursday on suspicion of rape will be placed on administrative leave and is being held on almost $1 million bail.

Stanley "Todd" McKnight, 31, of Roseburg, allegedly assaulted his girlfriend Thursday morning, and was arrested Thursday night at about 11 p.m., according to an Oregon State Police press release. OSP is leading the investigation.

McKnight, a deputy assigned to the animal control division, was charged on suspicion of first-degree rape, first-degree burglary, fourth-degree assault and criminal trespass while in possession of a firearm.

First-degree rape, a Measure 11 crime, carries an eight-year and four-month prison sentence.

He was unaware of any additional details on the incident, or how long McKnight has been assigned to the sheriff's office.

McKnight has not yet been arraigned on the charges.

A reserve officer for the Hondo Police Department has been charged with sexual assault of a child after a woman accused him of assaulting her beginning when she was 15.

Police Chief Ian "Buddy" Lovestock, called reserve officer Phillip E. Trevino, 25, into the chief's office this morning to ask him about the charges, which were described in a warrant for Trevino's arrest.

Lovestock said Trevino, who has been a reserve officer for about a year, was arrested at the meeting.

"He wouldn't give us a statement," Lovestock said.

The allegations arose last week when the woman told officials that Trevino began assaulting her about three years ago when she was 15. The assaults ended about a year and half ago, Lovestock said the woman reported.

South Milwaukee Police Officer Accused Of Sex Assault Of Child

A South Milwaukee police officer is accused of sexually assaulting a sleeping child and taking pictures.

For 15 years, officer Todd Berggren was a well-respected member of the South Milwaukee Police Department, but now he is in the Milwaukee County Jail facing nearly 400 years in prison.

He has been charged with sexual assault, sexual exploitation of a child and possession of child pornography.

Police said Berggren's daughter was staying at her dad's Oak Creek home last week, when she found his digital camera.

Police said she started looking for pictures he'd taken of her soccer team. Instead, she found sexually explicit pictures of her dad with a 12-year-old girl.

She gave them to her mom who called police.

"By 7 a.m. that morning, we had taken the subject into custody and were in the process of securing search warrants for his residence," Oak Creek Police Chief Tok Bauer said.

Bauer said the pictures showed a girl who appeared to be sleeping or unconscious and the body of a man from the head down.

Officers searched Berggren's home, his locker at South Milwaukee Police Department and took photos of his body to compare to those in the child pornography.

Prosecutors said they identified Berggren from moles on his body and his belly rolls.

Police said Berggren admitted the camera was his, and the body in the pictures were his, but he did not recall this happening.

Howser lives across the street from Berggren, and wondered about the police cars parked outside over the holiday weekend. He said he did not expect this.

"He didn't seem like the type of guy... You think a police officer have higher morals than to do something like that," Howser said.

Police said the girl in the pictures has no memory of the incidents that occurred last spring.

Detectives continue interviews to determine if other kids might have been involved.

Berggren is being held at the Milwaukee County Jail on $250,000 bail.

He is scheduled to be back in court next week.

Opelika Police Officer Arrested, Resigns

An Opelika police officer has resigned after being arrested and accused of sexual abuse. Auburn police officers arrested Keith Preer on November, 16, 2005, and charged him with second degree sexual abuse.

Preer, 36, was Opelika's "Officer of the Month" in December, 2004, for his work in the D.A.R.E. program, but now he's out of a job. He stepped down Monday after being arrested by the Auburn Police Department. He was arrested after police received a complaint of sexual abuse.

According to Auburn police, the complaint was filed during the summer. Preer was Opelika's head D.A.R.E. officer and was on the force for nine years. Preer has now been charged with sexual abuse, second degree.

According to Alabama law, that is a Class A misdemeanor. Second degree sexual abuse involves a victim older than 12-years-old and younger than 16. According to Lee County District Attorney Nick Abbett, the penalty for a Class A misdemeanor is up to one year in jail and/or up to a $2,000 fine.

COLORADO SPRINGS, Colo. -- The city has settled a federal civil rights lawsuit filed after a police officer forced a man suspected of underage drinking to pose for revealing photos.

City officials agreed last week to pay $30,000 to Adam Kralicek, of Thornton, said Shane White, a senior attorney in the city attorney's office. In return, Kralicek will drop his lawsuit against the police department and Chief Luis Velez.

"We didn't feel the city, or the police department, or Chief Velez did anything wrong, but an employee at the police department at the time committed acts we believe were not right," White said. "Whether or not he violated anyone's constitutional rights is uncertain. He shouldn't have done what he did."

Charles "Chip" Broshous, a 14-year veteran of the department and the Colorado State Patrol, pleaded guilty to misdemeanor official misconduct last year and resigned.

Investigators said he illegally took Kralicek, then 20, to the downtown police headquarters on July 9, 2004, forced him to strip to a G-string and took pictures of him with an 18-year-old police cadet.

Kralicek filed the federal civil rights lawsuit in May, alleging Broshous violated Kralicek's civil rights and that Velez failed to properly "train, supervise and discipline" Broshous, according to court documents.

Investigators also found about 100 photographs in Broshous' home that he had taken of bare-chested men he contacted while on duty, according to investigation reports.

Broshous was stripped of his peace-officer certification in March, meaning he can never again be an officer in Colorado.

"The city's resolution of this matter does not, and did not, admit any liability and such liability is denied. This resolution was in the financial best interests of the city." Broshous' attorney, Gordon Vaughan, said.

A Contra Costa Sheriff's deputy was arrested Wednesday on suspicion of possessing child pornography, a department spokesman said.

Deputy Bradley Pedersen was on duty in Bay Point when he was called to the sheriff's Martinez substation early Wednesday morning and arrested by detectives.

The 29-year-old Oakley resident was booked into County Jail in Martinez on suspicion of possessing child pornography, a Sheriff's Office news release said.

Pedersen is assigned to the Oakley Police Department, but was working overtime patrolling Bay Point at the time of his arrest. The city of Oakley contracts with the Sheriff's Office for police services.

Sheriff's spokesman Jimmy Lee said he couldn't comment on the nature of the investigation or whether the alleged pornography was found at Pedersen's home or work, or if it was on a computer.

However, a law enforcement source said a computer, among other items, was seized from Pedersen's home shortly before his arrest.

Criminal and administrative investigations into the allegations are taking place concurrently, Lee said.

The Contra Costa Deputy Sheriff's Association referred all calls to the sheriff's administration office. A receptionist said the union was not commenting on the arrest.

Pedersen has been with the Sheriff's Office since February 2001 and has been assigned to the Oakley department for at least two years. In April, he was among a handful of officers awarded the California Hero Award by Mothers Against Drunk Driving.

Last month, Pedersen filed a business name in Contra Costa County for Branton Barns and Riding School in Livermore, which specializes in lessons for beginning riders.

After his arrest, Pedersen was immediately placed on paid administrative leave, the release said. He is free on $10,000 bail.

Fresno County sheriff's Sgt. Ron Vaughn Jr. turned himself in to federal agents Thursday and was arrested on suspicion of possession of child pornography.

Last week, investigators found 50 pornographic images and 20 pornographic movie files â€” involving children, some as young as 4 years old â€” on a computer at his photography studio in Clovis, according to an arrest warrant.

Investigators, including federal agents and a sheriff's detective, said in the warrant affidavit that they believe the images and videos were obtained from the Internet.

If convicted, Vaughn could be sentenced to 10 years in prison and fined $250,000.

Vaughn, who injured his back in an on-duty car collision, has been on leave from the department for about two years. He has turned in his badge and gun and no longer has peace officer powers, but is still a member of the Fresno County Sheriff's Department, Assistant Sheriff Tom Gattie said.

Vaughn is on long-term disability through the Fresno County Deputy Sheriff's Association, Gattie said. He last worked for the Sheriff's Department as a patrol sergeant and was previously a detective in the sex crimes investigations unit.

Vaughn made his first appearance in federal court shortly after his arrest and was released without bail. He's due back in the downtown Fresno courthouse on Nov. 28, when he could face a grand jury indictment or a preliminary hearing.

Vaughn has been under investigation for about a month. Early in the investigation, a Sheriff's Department detective and a federal agent met Vaughn at his Clovis studio, Ron Vaughn Jr. Photography, according to court documents.

The investigators explained the allegations against Vaughn and, with his permission, searched a laptop computer. They found four movie files on the computer with child porn titles and later, after obtaining a warrant, found additional child pornography.

Vaughn told the investigators he had been "set up" by his ex-girlfriend.

Investigators also seized several items from Vaughn's home, including digital camera media cards and a laptop computer. The investigation of Vaughn continues, and detectives will examine the seized computer data and laptop.

"We owe it to the victims to find out the truth," Gattie said. "That's what we're trying to do."

Vaughn didn't enter a plea during his first appearance in federal court, but outside the courtroom, his lawyer, Rick Berman, said he doesn't think Vaughn did anything illegal. Once they're able to see the images, Berman said, he and Vaughn will be able to offer a reasonable explanation. "And the issue will be resolved favorably to Mr. Vaughn," Berman said.

After Vaughn's court appearance, he was released on his own recognizance with conditions, including:

He can't photograph children at his studio.

He can't have Internet access.

He can't go within 100 feet of a school, playground or other places where children gather.

He can't leave the federal court system's Eastern District of California without permission.

He can't view or possess child pornography except with his attorney to prepare his case.

Ex-Wisconsin Officer Pleads Guilty To Using Surveillance Equipment To Tape Women Undressing

A police officer who faced six felony and two misdemeanor charges of using police surveillance equipment to tape three women undressing and taking showers at his home pleaded guilty to two felony charges Tuesday in Portage County Circuit Court.

Michael Kosobud, fired as a city of Adams police officer in September, was charged a year ago with hiding a "pinhole camera" -- on loan from the Adams County Sheriff's Department -- behind a soap dish in the bathroom of his Friendship home.

He then secretly videotaped the three women, including two with whom he was having live-in relationships and one who was a friend, according to a court complaint and a news release from the office of the attorney general. The videotaping happened four times between 1999 and 2003, according to the Justice Department's Division of Criminal Investigation agents.

One of the women discovered three unmarked videotapes mixed in with other tapes while cleaning in September 2004. One video showed her naked in the bathroom on two occasions, first in March 2003.

Another video showed a different woman undressing, showering and putting on her clothes in the same bathroom in April 2000. A third video featured a woman who, with her husband, had stayed at Kosobud's residence in 1999. She also been taped undressing, taking a shower and then dressing again.

Kosobud, 43, told investigators he made the tapes using equipment from the Sheriff's Department and the Adams Police Department, where he worked as a police officer since 1987.

In a search, state investigators found a screw hole to a soap dish "consistent with the view reflected in all three of the videotapes." They also discovered a portion of a bathroom mirror had been rendered transparent, and behind that portion there was a space in the wall where a camcorder could be placed, according to the complaint.

Kosobud pleaded guilty to charges of intentionally making videotapes of one nude woman and possession of videotapes of the three victims. The law prohibiting making videotapes without the knowledge of someone in "a circumstance where she/he had a reasonable expectation of privacy" did not exist when two of the victims were taped, according to the news release from the office of the attorney general.

The maximum penalty per felony is a fine of $10,000 and three years and six months in prison.

Kosobud, who has been free on $2,500 cash bail, will be sentenced Feb. 13.

His lawyer, Bruce Rosen, said the tapes were "historical" and had not been shown to anyone. The surveillance equipment had been removed by the time the tapes were discovered, he said.

In 1995, Kosobud was sentenced to 18 months of probation and fined $1,500 on charges stemming from the sale of a stolen satellite television system. He pleaded guilty to two misdemeanor counts of obstructing an officer and one misdemeanor count of concealing stolen property.

According to news articles, Kosobud was charged with lying to an Adams County sheriff's deputy who was investigating the theft of a satellite television system from the Adams-Columbia Electrical Cooperative. He claimed to have bought the system from someone at a bar before he sold it to an area supper club.

Adams City Manager Robert Ellisor said Kosobud had been a police officer there since May, 1987, and was suspended without pay in December 2004, and fired Sept. 20. According to court records, he also faces charges from last September of driving while intoxicated.

Policeman is accused of catalogue of rape and sex attacks against women

A POLICEMAN went on trial yesterday accused of a catalogue of rapes and sexual attacks on women, some of them allegedly carried out in a police station.

Dean Stewart, 35, a constable with Strathclyde Police, faces a total of 13 charges, three of them for rape and ten of indecent assault.

It is alleged that the attacks were carried out on nine women in Ayrshire. It is alleged that on two occasions he pretended the women were under arrest before he attacked them.

Stewart pleaded not guilty to all the charges at the High Court in Glasgow, where the case opened yesterday with the swearing in of a jury of nine women and six men.

In the first rape charge, Stewart, of Paisley, allegedly abducted a woman in Kilbirnie while she was drunk by pretending that she was under arrest. After persuading her to get in the vehicle he is said to have driven her to another area of the town where he pushed her down, lay on top of her and raped her.

The date of the offence is given as "an occasion between 1 January, 1998, and 31 December, 1999, the exact date being to the prosecutor unknown". The exact location of the alleged rape is also unknown.

The second rape charge concerns a 15-year-old girl whom Stewart is claimed to have attacked between January and May 2000 at an address in Dalry while she was under the influence of drink. The girl was on a bed when Stewart removed her trousers and underwear, and had sex with her.

The third rape is said to have occurred on 29 February, 2004, at a woman's home in Irvine where Stewart allegedly held her down on a settee and forced himself on her.

Stewart is also accused of indecently assaulting two women at Kilbirnie police station on the same date in August 1999. One of the women is said to have been punched on the face by Stewart. She fell, her head struck a wall and she was knocked unconscious. Stewart denies fondling her, and handling the second woman beneath her clothing.

Sometime between May 1998 and November 1999, it is claimed that Stewart abducted a woman in Barrmill and induced her to get into a police vehicle by pretending that there was a warrant for her arrest. She was driven to a farm road in Beith, it is alleged, and Stewart pulled down her trousers and underwear and sexually assaulted her with a baton.

The teenager in one of the rape charges also features in three of the allegations of indecent assault. Two are said to have been committed earlier, and one later. At houses in Kilwinning and Dalry, and in a parked car at Irvine beach, Stewart allegedly repeatedly put his hand inside her trousers and tried to get her to handle him, placed his hand on her thigh, and handled her private parts on top of her clothing.

The defence counsel, Edgar Prais, QC, submitted four special defences on Stewart's behalf. Two were of alibi and relate to periods covered by some of the charges, when Stewart says he was in the United States and in Turkey. Another special defence was of incrimination and covered the two incidents in Kilbirnie police station. Stewart says any crimes committed against the women were committed not by him but by a man who is listed as a prosecution witness against him.

The final defence was to the last of the rape charges and Stewart insists that the woman consented to any sexual activity that occurred. The trial, before Lord McEwan, was adjourned to next week, when evidence will begin. It is expected to last up to four weeks.

Officer charged with transporting minor across state lines

ATLANTA (AP) — A captain with the Bunkie, La., police department was arrested Friday on federal charges of transporting a minor across state lines for illicit purposes.

Frederick O. Armstead, 42, who also is a U.S. Air Force Reservist, was arrested by the FBI in Macon for transporting a 14-year-old to Warner Robins Air Force Base from Louisiana.

The investigation indicated Armstead was involved in a sexual relationship with the minor, the FBI said.

MARYSVILLE, Ohio - A grand jury indicted a former Union County sheriff's deputy on three charges of sexually abusing three girls.

Terry Wertz, 47, of Marysville, is charged with having sexual contact with a 9-year-old and a 14-year-old in 2004 and forcing a 16-year-old to touch him sexually between March 2003 and October 2004.

Authorities began investigating after a girl told a counselor that a family member touched her inappropriately, Marysville assistant police chief Glenn Nicol said.

Wertz worked as a full-time deputy for about 11 years, leaving in 1994. But he remained a reserve deputy with the sheriff's office.

Wertz has been on administrative leave since the investigation began in October 2004 and has not performed any duties, Chief Deputy Tom Morgan said in a statement.

In 1992, Wertz was suspended without pay for 16 days and later demoted to patrol duties for inappropriate contact with a rape victim whose case he was investigating.

Marysville is about 30 miles northwest of Columbus.

Chattanooga police officer charged with rape

EAST RIDGE, Tenn. A Chattanooga police officer charged in a rape that was reported to East Ridge investigators last month has turned himself in.

East Ridge police Captain Tim Mullinax said the accused officer, 41-year-old Michael Adams, is charged based on a report by a female acquaintance who said November 3rd that Adams sexually assaulted her at her residence.Court officials in the Chattanooga suburb have set a January 9th hearing.

EVANSVILLE-Evansville police Sgt. William Fitters will face 10 allegations when he appears in front of the police commission in January, according to a complaint released Monday.

The Janesville Gazette obtained the formal complaint and statement of charges after filing an open records request with the city Nov. 8. The Gazette also filed an open records request Monday for Fitters' response to the complaint.

The police commission will decide what, if any, disciplinary action to take against Fitters, 38, after a Jan. 4 evidentiary hearing. The police commission voted Nov. 1 to suspend Fitters with pay until the issue is resolved.

Police Chief Scott McElroy filed the complaint. It's based on investigations by the Rock County Sheriff's Department and Lt. Art Phillips of the Evansville Police Department as well as interviews with five people.

The investigation began after a 20-year-old Evansville woman filed a complaint with McElroy.

The complaint alleges that Fitters:

-- Knew the 20-year-old woman was drinking alcohol Feb. 14, 2004, in a car in Leota Park in Evansville but took no action.

-- Gave alcohol to the woman and other underage people in early June 2004 at the Wisconsin Dells Motor Speedway Campground and failed to prohibit underage drinking.

-- Gave the woman alcohol in early July 2004, reached down the back of her pants and made a lewd comment.

-- Sent "voluminous" text messages to the woman's cell phone, some of which were profane and obscene, from June 2004 to August 2005. Fitters has acknowledged sending and receiving text messages while at work.

-- Mentioned to the woman "how nice it was" to grab her buttocks while she interviewed him for a class project in December 2004.

-- Took no steps to prohibit the woman and her underage friend from drinking alcohol while he was present in at least one bar in the Wisconsin Dells/Lyndon Station area in May or June 2005. Fitters acknowledged to the sheriff's department that underage people were drinking but said he did not buy alcohol for them.

-- Stated in May 2005 that if an Evansville police officer pulled the woman over, she should contact him, and he would see that she did not receive a citation for driving without a valid driver's license.

-- Pressured the woman into sexual contact with him at his Albany house July 7 and sent her a text message after she left saying, "remember you were never here." The woman alleges she went to his home because he was going to talk to her about how to get her driver's license reinstated.

-- Told the woman in a text message after July 7 that if he caught her driving without a valid driver's license, he would stop her and put her in jail but that she could "work that off." She alleges that she interpreted that as meaning she would have to have sex with Fitters.

-- Told the woman to have a beer while she was at his home in late July.

New Allegations Against Police Officers Charged in Sexual Attacks

Two veteran New York City police officers, already charged with sexually attacking one woman while on duty in Brooklyn, are now facing charges that they assaulted two more women after responding to a complaint about noise at their home, the authorities said today.

The two officers, Charles McGeean, 37, and Fernand Clerge, 38, are accused of working as a team to use their badges as weapons against women in those two episodes. As they were indicted today in those cases, the investigation against them was widening.

District Attorney Charles J. Hynes of Brooklyn said that two more women have came forward to say that they were victimized by the officers, bringing the total number of women complaining about their behavior to five. The officers are not yet facing formal criminal charges stemming from those newest allegations.

It was not until accounts of the first incident, on Nov. 20, were publicized that the fourother women came forward, one law enforcement official saidtoday. When the two officers were arrested, the police say, they did not yet have any reports of similar wrongdoing and were treating the Nov. 20 case in isolation.

In the first case, Officer McGeean, who has been a police officer for 13 years, and Officer Clerge, a 7-year veteran, were arrested just hours after the police said the two approached a 35-year-old woman stopped at a red light in the Bushwick neighborhood. One of themfondled her, the police said, and then both followed her home on the pretext of seeing her home safely, and assaulted her while children were sleeping inside the home.

The police said the two officers have been partners on the midnight tour, which has often been a breeding ground for corruption in the 83rd Precinct station house.

After details of the Nov. 20 case were publicized, the second two women came forward, literally walking into the 83rd Precinct to lodge complaints about being attacked by Officer McGeean and Officer Clerge at their home some time after midnight on a night in October, the law enforcement official said.

The two women, ages 19 and 24, could not recall the exact date, the official said. They were home alone at the time and said they came forward merely to corroborate what the woman in the Nov. 20 incident was telling investigators. In fact, those women had to be convinced to go before the grand jury, officials said.

According to their account, the officers came to their home when someone complained about noise. Once there, Officer McGeean touched the 24-year-old woman's vagina and Officer Clerge fondled the 19-year-old woman's breast and buttocks, according to the statement from Mr. Hynes's office.

Jury Finds Gerry Davis Guilty Of Attempted Rape
Faces 3-6 Years In Prison

A jury from Nashville on Thursday afternoon found former Chattanooga Police Sgt. Gerry Davis guilty of attempted rape.

The jury, which began deliberations on Wednesday night and continued Thursday morning, found him not guilty of the more serious charge of rape.

He is facing 3-6 years in prison with parole eligibility after 12 months, attorney Lee Davis said.

Gerry Davis would have faced 8-12 years in prison at 85 percent if convicted of rape.

Judge Jon Kerry Blackwood will set the sentence after the first of the year.

Davis remains jailed after an earlier conviction in Federal Court for extortion. He got 18 months in that case.

The woman who was allegedly raped in the incident March 27, 1998, read a brief statement to reporters. She said she had been raped, and she encouraged other rape victims to come forward.

She said, "My intention was just to come in and say what I've wanted to say for seven and a half years, and today it's finally behind me. I want other victims to feel my strength and courage." She thanked her husband, and she added, "and I thank you, Chattanooga, for standing behind me."

Prosecutor Neal Pinkston said the jury had found the woman "very credible." He said, "The state of Tennessee is pleased by the verdict."

Attorney Davis said an appeal may be filed. He said it was "blatantly unfair" that the former officer was charged with rape after the state had destroyed key portions of the evidence.

Davis told fellow officers in 1998 that he never raped a woman he met at a bar, but said she consented to sex.

Sgt. Tim Carroll testified Wednesday morning that Davis said the woman was so drunk that he offered her a ride to her car. He also said she was acting lewdly and displaying her black thong to bar patrons.

Sgt. Carroll said officers checked out the incident and finally ruled it as "exceptionally cleared." He said that did not mean the rape did not occur, but that the alleged victim was reluctant to go forward with the prosecution.

He said the FBI approached him early this year and the case was revived.

Both sides finished their proof on Wednesday afternoon. The jury deliberated about an hour and a half, then asked to look at some evidence. Judge Blackwood sent them to their motel for the night and told them they could look at the evidence on Thursday morning as they continued their discussions.

Sgt. Carroll said Davis gave several different versions to officers. He said in one he stated there was kissing and hugging, but no sex. He said in another verbal statement, he said they started having sex, then he pulled back when she protested.

The jury heard a taped statement in which Davis said he used protection during the sex on March 27, 1998, at his duplex residence.

The woman said she accepted a ride from him, then he took her to his residence, saying he needed to change clothes. She said they were in his kitchen when he struck her with his hand and then forced his way on her.

Sgt. Carroll said the versions given by Davis "contradict each other."

He said when officers went to interview employees of the clubs where the woman and Davis had been that night they found that Davis had already talked with them, though he was told not to.

Sgt. Carroll said he called Davis to tell him the case was not going forward, and Davis said, "This investigation is going to make me a better man."

Sgt. Carroll said the rape kit in the case was destroyed in 2002-2003 because it was felt then that the case was over.

Dr. Steve Perlaky said he examined the woman at Hutcheson Memorial Hospital in Fort Oglethorpe on the morning after the alleged rape.

He said she was crying and putting a sheet over her face. "She said she wanted a bath because she felt dirty."

The emergency room physician said there were no signs of vaginal tears, though he said that did not mean there was not a rape. He said no sperm was found.

He said the woman's blood-alcohol rate was .168, which is above the .10 drunk level.

The defense called Mike Blose, a manager at the Ocean Avenue bar in 1998, who said the alleged rape victim was a bar regular in 1998.

He said he was closing up on the early morning of the alleged rape when the woman showed up banging on the glass door. He said she was "pretty much hysterical."

He told the jury, "She said we needed to help her. She had lost her purse and her keys."

The witness said the woman "was hammered."

He said he agreed to take her to her home in Ringgold and took another male employee along. He said he had to lift the other man up to a window so they could get in.

He said the woman did not tell them she had been raped, but he said he overheard her say on the phone, "He's going to pay. I'll get him in trouble."

A woman working at Ocean Avenue at the time said when the woman showed up at closing she "was crying and was all hysterical."

She said, "I asked her what was wrong, but she wouldn't tell me."

Tommy Wood, of Covenant Transport, said he often saw the woman in bars, saying she was usually very intoxicated.

He said on the night of the alleged incident she was "very flirtatious with a lot of different people and also very combative at times."

He said at times she would lift up her dress.

Nathan Pearson, a former bartender at Ocean Avenue, said he was at Tramps that night. He said when he first saw the woman she grabbed him by his shirt and pulled him on her.

He said, "She was so intoxicated she really didn't know where she was at."

Sgt. Carroll said two days after the rape, he and another officer went to a club to interview employees about the incident. He said they saw the alleged rape victim at the club seeming to be having a good time.

He said she was talking with an unidentified man. He said the woman's girlfriend, who testified at the trial, was with a local TV personality that night.

Former Deputy Constable Charged With Sex Assault

A former Harris County deputy constable was charged with sexual assault of a child, KPRC Local 2 reported Friday.

Investigators said Eric Steven Spiller, 34, had a relationship with a teenage girl, which led to the charges and his termination.

Officials said the teenager's mother first filed the complaint.

"She was concerned by the relationship between the officer and her 16-year-old daughter," Precinct 4 assistant chief deputy Larry Shiflet said.

Spiller denied any wrongdoing, but an internal affairs investigation revealed the girl later admitted to sexual acts with the officer while he was on duty.

"His misconduct (occurred) while in a patrol car," Shiflet said. "The public is outraged. The police officers themselves are very disheartened. They're angry."

Spiller faces three counts of sexual abuse of a child. His next court appearance is Oct. 13.

EAST WINDSOR - Following the arrests of the town's top two emergency management officials in connection with allegations of the sexual abuse of a 12-year-old boy, First Selectwoman Linda Roberts has removed the agency's director from her position.

State Trooper Mary Buckley, 59, was
the agency's director and a resident of 58 Prospect Hill Road. She was arrested along with Peter Waraksa, the agency's executive officer and Buckley's neighbor.
"I can't even digest this," Roberts said.
Both Buckley and Waraksa were arraigned Friday in Enfield Superior Court, where Judge Howard Scheinblum ordered affidavits supporting their arrests sealed except to their lawyers.
According to other court documents, Buckley faces charges of second-degree hindering prosecution, assault on a public safety officer, failure to report child abuse by a mandatory reporter, and three counts of risk of injury to a minor.
As a police officer, Buckley is required to immediately report allegations of sexual assault. A 25-year veteran of the State Police, Buckley, who was assigned to Troop W at Bradley International Airport, has been placed on administrative leave while an internal investigation is launched.
Waraksa was arraigned on charges of employing a minor in an obscene performance, illegal sexual contact with a victim under 16 years old, risk of injury to a minor, and fourth-degree sexual assault.
Scheinblum continued both cases to Dec. 19 and ordered both Buckley and Waraksa to have no contact whatsoever with the boy or members of his family.
The judge set bond for Waraksa at $500,000, which he was unable to post. Scheinblum also ordered mental health and suicide watches for Waraksa while he is being held in lieu of bond. Court records say Waraksa has attempted to commit suicide within the last week and in September.
Though the warrants are sealed, court records said the charges against Buckley date from September to December, and the charges against Waraksa are based on a Nov. 29 incident.
Outside court Friday, Buckley's lawyer, Hope Seeley, declined to comment on the case other than to say the allegations against Buckley were not true. Buckley was ushered out of court at a side entrance, evading a gaggle of reporters waiting for her at the front door.
The arrests come during a stormy time for the emergency management team, already reeling from an earlier arrest.
Adam Fleit, 43, of 28 Middle Road in Enfield, assistant director of operations of East Windsor Emergency Management, was charged last month with drug offenses while Enfield police investigated a complaint that he secretly videotaped his
ex-girlfriend's 17-year-old daughter.
Roberts said Buckley was suspended because she was the only one of the three who was on the Emergency Management Advisory Council, while Waraksa and Fleit were not.
Roberts, who is currently on vacation in North Carolina, said she plans on meeting with the Emergency Management Advisory Council when she returns early next week.
Roberts said the council provides documentation and backup resources like food and shelter in case of disasters.
Deputy First Selectman Kenneth Crouch said Friday that a new director would probably be chosen at the meeting for the all-volunteer organization.
Buckley's main job was to prepare a plan in case of a town emergency, while Waraksa and Fleit acted as assistants for her, Crouch said.
Crouch said he was amazed and shocked at the arrests. However, he said he has not lost confidence in the entire council.
"I wouldn't lay it on the committee," Crouch said, referring to the council. "They've done a good job for us."
For instance, Crouch said, the agency helps out in the community, performing tasks like directing traffic at different town events.
Selectman Gilbert Hayes, who knows Buckley but not Waraksa and Fleit, said Friday he was also shocked at the arrests and sorry to hear Buckley was having troubles.
Hayes said he served on a Public Safety Committee with Buckley and liked her.
Sgt. Stephen P. Andrusko said Friday night that police have not made any further arrests and have not said whether anyone other than the 12-year-old boy was involved.

FLORENCE, Ala. A Lauderdale County grand jury has indicted former Florence Police Captain Spence Butler on a first-degree perjury charge. The charge is a Class C felony.

Butler, who resigned from the Florence Police Department in July amid allegations of sexual misconduct, is accused of lying to the jury. He turned himself in last night and was released on a two-thousand dollar bond.District Attorney Chris Connolly said the indictment alleges Butler lied to the panel when he testified in November about providing criminal history information to a third party.The grand jury was investigating accusations of sexual misconduct against Butler, as well as a case involving a Florence businessman who questioned the police department's handling of an unrelated complaint.Holt said the perjury charge has nothing to do with the sexual misconduct charges he was originally being investigated for.

Trooper held in teen sex case

NEWPORT NEWS, Va. (AP) - A state trooper was ordered held without bail on felony charges he had sex with two 14-year-old girls before he joined the police agency, authorities said.

Juan Carlos Zaragoza, 25, was arrested Thursday by Newport News detectives in Fredericksburg, where he lives. He was off-duty.

Zaragoza was charged with three counts of illegal carnal knowledge. If convicted, he faces up to 30 years in prison.

The alleged incidents occurred in Newport News in 2003 and 2004 and involved consensual sex, city police said. Zaragoza has been a Virginia trooper for two months.

Zaragoza was suspended without pay until the case is resolved, a state police spokesman said.

Police officer pleads guilty to assaulting girl

WAYNESVILLE - A police officer charged with felony indecent liberties with a child pleaded guilty today to a lesser offense and will not serve time in prison.

A judge gave Thomas Edward Chandler, 46, of 64 Middle Ridge, a suspended jail sentence, unsupervised probation and prohibited him from serving as a law enforcement officer after he pleaded guilty to two counts of misdemeanor assault on a female.

The N.C. State Bureau of Investigation found Chandler touched a teenager member of the Waynesville Police Department’s Explorers program twice. A Grand Jury indicted him in September.

District Attorney Michael Bonfoey said the state agreed to the plea because the investigation did not show the touching sexually gratified the former officer. The state would have to prove gratification to convince a jury that Chandler was guilty of a felony sex crime. He will not have to register as a sex offender under the plea deal.

The prosecutor also said the teenager’s family did not want to proceed with a trial.

Bonfoey said police officers and firefighters witnessed the officer touching the teenager but did not stop him.

“If sworn police officers didn’t think it was enough to stop it, how are we going to convince a jury?” he said.

Chandler, through his attorney, Bill Jones, said he had no comment about the guilty plea. He has been fired from the police department but will receive a pension when he reaches retirement age for 20 years of service.

Jones called the acts “horseplay.”

“It got out of hand,” he said. “But there was nothing of a purely sexual nature.”

Jones said the deal allows Chandler, a single parent, to be with his family.

“It allows him to go on with his life and raise his son,” he said.

Assistant District Attorney Cortney Escaravage, who handled the plea, said the victim’s family did not want to comment about the case.

Bonfoey said the conviction shows police are not immune to prosecution.

“You can’t violate the law,” he said. “We don’t sweep things under the rug in the 30th District.

The Waynesville Police Department’s Explorers program teaches teenagers and young adults about police work through on-the-job training and community service. It is open to ages 14 to 21.

Explorers wear police-style uniforms and often help with traffic control during parades or festivals on Main Street.

Older Explorers ride along with patrol officers.

The post's community service includes collecting food and supplies for soldiers stationed in Iraq and Afghanistan and helping local charities take care of their buildings and grounds.

Mountie charged with sexual assault

A Lower Mainland RCMP officer and a second man have been charged with sexual assault in connection with an alleged incident earlier this year.

The RCMP say charges against Const. James Douglas Macleod, and Kenneth Allan Knuttila were laid in Port Coquitlam provincial court last Wednesday.

RCMP spokesperson Staff Sgt. John Ward says both men are accused of sexually assaulting a woman in Maple Ridge in February of this year.

"As a result of a complaint, we conducted a 10-month-long investigation and forwarded the report to Crown Counsel," he said.

"Unfortunately, we can't discuss these issues because now they're before the courts, so there is very little we can say to the specifics of the charge."

The investigation was carried out by Ridge-Meadows RCMP

Ward will not say which detachment Const. Macleod worked at, adding the alleged assault did not occur while MacLeod was on duty.

MacLeod has been suspended with pay. Both men are scheduled to appear in court next week – Knuttila on Dec. 19 and Macleod on Dec. 22.

Koppel officer accused of sexual advances to defendant

A police officer reduced a woman's pending drunken driving charge in exchange for sexual contact, police said.

Ryan Joseph Quahliero, 25, of Shenango Township, Lawrence County, was charged yesterday with indecent assault and official oppression. He had been with the Koppel police department in Beaver County but resigned shortly after the incident, citing personal reasons.

He stopped the woman for suspected drunken driving on Aug. 14, police said.

Police said she started crying at the police station and Mr. Quahliero began touching her and offered to make the drunken driving charge go away.

Police said Mr. Quahliero continued to touch the woman in a sexual manner but she refused his other sexual advances. She was issued a citation for public drunkenness, according to police.

A message left for Mr. Quahliero was not immediately returned.

WOODBURY, Conn. -- Police have arrested a fellow officer after investigators said they found illicit pictures of children on his personal computer, NBC 30 Connecticut News reported.

State police arrested Woodbury police officer Terrence Langin, charging him with possessing child pornography in the first degree. Langin has been on leave with pay from his job for about a week, ever since a first selectman received word from state police about the ongoing criminal investigation.Langin is being held on $350,000 bond and is due in court on Thursday.Langin was arrested at his Watertown home, the same location where police said they found child pornography on his personal computer. The computer has now been confiscated as part of the case. Woodbury First Selectman Dick Crane was among the first to hear of the investigation and of the arrest."I'm surprised, frankly," Crane said. "Terry has been an outstanding officer and was one of the leaders of our police department as a matter of fact. I'm just absolutely shocked."Crane said Langin has served on the town's police force for at least 12 years, and currently serves as the department's union representative. Crane said state police did stop by work to check Langin's car laptop, but it appears that was not confiscated.Crane said the town would review Langin's employment in the coming days.When reached by phone, Langin's wife declined to comment, and there was no answer at their home.

Officer dismissed following Ga. arrest

ALEXANDRIA - A Bunkie police officer arrested earlier this month on charges he allegedly took a teenage girl to Georgia has been dismissed by the department, Bunkie Police Chief Mary Fanara said.

The Town Council has voted unanimously to approve a recommendation made by Fanara that Frederick O. Armstead, 42, be dismissed.

Armstead, a nine-year veteran of the force and a captain, was arrested by the FBI on Dec. 2 when he was discovered with the girl at Warner Robins Air Force Base in Macon, Ga.

A Georgia grand jury later indicted Armstead on a charge of sexual abuse of a minor, which carries a maximum penalty of 15 years in prison, a $250,000 fine or both.

"We arrest people for doing what he did," Fanara said. "I will not tolerate it. He was a good officer, but he messed up.

"What he did does not reflect the department. What he did was an individual action. We are not going to defend or make excuses for what he did."

Armstead, who had been on the force since 1996 and is a U.S. Air Force reservist, was an officer in Cheneyville and Simmesport before coming to Bunkie.

Armstead also was a part-time officer with the Lecompte Police Department at the time of his arrest, Fanara said. Lecompte Police Chief Frankie Spears could not be reached for comment.

Fanara said she plans to hire another officer. The department has received a number of applications, she said.

Armstead had known the girl's family for years, her mother said.

Deputy charged for improper touching

A Wise County Sheriff’s deputy was arrested Wednesday for improperly touching a female inmate.

James Wesley Harrison, 45, of Alvord was fired the same day after investigators at the sheriff’s office, along with Texas Ranger Dewayne Dockery, found evidence of misconduct. Harrison was charged with violating the civil rights of a person in custody/improper sexual activity with a person in custody – a state jail felony.

Precinct 2 Justice of the Peace Kay Swaim set a bond of $10,000. Wise County Sheriff David Walker said he requested a personal recognizance bond, and Harrison remains out of jail.

Walker said that an investigation began after a female inmate complained that Harrison, a jail transport officer, touched her sexually while transporting her and two male inmates from Tarrant County to the Wise County Jail on Sept. 29.

Investigators interviewed the 38-year-old female inmate along with other inmates.

“We came up with enough people that we interviewed to have probable cause to terminate him and file charges,” Walker said.

He said more inmates, including many of the female inmates Harrison has transported, will continue to be interviewed to make sure there were not other incidents of improper conduct.

Harrison had worked for the sheriff’s office for five years, working as a jailer for three years before becoming a patrol deputy for eight months in 2003. He returned to the jail as a transport officer last year, Walker said.

Harrison’s wife also works at the sheriff’s office as a records clerk.

Walker said Harrison had never been in trouble in his five years at the sheriff’s office.

“He was a good, dedicated employee,” he said. “ ... We never had a discipline problem with him.”

While Walker said the arrest does not bring good publicity to the sheriff’s office, the department “is not going to hide anything.”

“It’s unfortunate, but it’s not something we’re going to put up with,” he said. “We’re held to a higher standard in my opinion.”

Walker said the investigation will continue and will eventually be given to District Attorney Jana Jones to be brought before a grand jury.

Harrison could not be reached for comment.

Officer rejects plea agreement in molestation case

RIVERSIDE -- A former Riverside police officer who is charged with sexually assaulting four boys has rejected a plea agreement that could have given him a sentence of 100 years or more in prison.

Adam James Brown's attorney announced in a hearing Friday that his client had turned down the plea after indicating earlier this week he would agree to plead guilty in the case.

A former school resource officer and volunteer wrestling coach at Ramona High School, Brown, 32, faces 65 felony counts alleging he sexually assaulted the boys over four years.

"This was really mean what he did today," Allison Nelson, Riverside County supervising deputy district attorney, said outside court.

Superior Court Judge Richard T. Fields urged Brown to weigh the decision, saying that he's seen defendants reject a plea agreement then unsuccessfully try to get it back.

"I would ask that you consider very carefully what you are doing," Fields said.

Darryl Exum, Brown's attorney, said outside court that Brown does not want to put the victims through a trial or hearings, "but at the same time a sentence of 30 years concurrent with his federal sentence, he believes would be fair."

A federal judge in Wisconsin sentenced Brown to 30 years in prison in July for his role in an Internet sex ring that preyed on children. Investigators said Brown flew to Beaver Dam, Wis., in 2002 to have sex with boys who were supplied by a Wisconsin man he had met on the Internet.

Brown pleaded guilty to two of four charges as part of a plea agreement.

Osceola police officer faces sexual misconduct charges

Osceola, IN - A part time Osceola police officer is suspended without pay, and now faces criminal charges in St. Joseph County.

Ronald Lusk, 50, is charged with two counts of sexual misconduct of a minor, as well as one count of furnishing alcohol to a minor.

The charges filed with the county prosecutor's office say Lusk had sex with a 15-year-old this past summer.

His bond was set at $3000.

Former Police Officer Sentenced For Statutory Rape

A former San Diego police sergeant will spend one year of house arrest for having sex with two 16-year-old girls, 10News reported.

Toby Peale Freestone, 40, was sentenced after pleading guilty Monday to statutory rape.

Court documents say the girls were given alcohol and one was unconscious when the crimes were committed last year.

Freestone will spend five years on probation after his house arrest.

He can never serve as a police officer again.

Cape Cod police officer facing Internet sex charge quits force

SANDWICH, Mass. -- A police officer charged with soliciting sex from a minor over the Internet has quit the force, according to the police chief.

Michael N. Caico, who was assigned to work with schoolchildren in this Cape Cod town, is charged with trying to solicit a Hollis, N.H., police officer who was posing online as a 14-year-old girl.

Caico, a 43-year-old married father of three, pleaded innocent on Feb. 3 and was suspended without pay.

He resigned on Feb. 15, two days before a scheduled disciplinary hearing with Sandwich officials, police Chief Michael J. Miller told The Cape Cod Times on Tuesday. Miller said the hearing was then canceled.

If convicted, Caico faces up to 10 years in prison. His trial is scheduled to begin on July 18.

Police suspend charged officer

A Round Lake Beach police officer has been suspended without pay pending the outcome of a sexual assault case against him in Kenosha County, Wis.

Officer Kevin Dybowski was suspended Thursday by the village's fire and police commission.

Dybowski, 28, of 1157 South West Wells 7, Lake Geneva, is charged with repeated second degree sexual assault of the same child after he was arrested Dec. 7 by Kenosha County Sheriff's police.

Second degree sexual assault of a child charges are filed when the victim has not yet reached the age of 16.

Dybowski faces a maximum fine of $100,000 and 40 years in prison if convicted.

Kenosha County Sheriff's representatives could not be reached for comment.

Round Lake Beach Police Chief Doug Larsson said he was alerted by Kenosha County authorities following the arrest.

"This is an off-duty allegation. Nothing happened while he was on duty," Larsson said. "This charge does not reflect the high standards, morals and character of the Round Lake Beach police department. We are fully supportive of Kenosha County's investigation and will cooperate in any way we can."

Dybowski's attorney, James P. Martin of Lake Geneva, was not available for comment.

Larsson said Dybowski has been a Round Lake Beach officer for four years, working as a patrol officer on the day shift.

Larsson declined further comment on the pending case, or on Dybowski's work history.

"He's not been charged yet through the (Round Lake Beach) police and fire commission," Larsson said. "The commission won't see charges from me until I know about the court case."

Dybowski is scheduled to appear in court in Kenosha County on Jan. 18.

Former East Ellijay Police Chief indicted

EAST ELLIJAY - The former police chief of the city of East Ellijay faces charges of falsifying a police report and offering to drop a charge in exchange for sex after a Grand Jury Indictment.

Larry Seabolt is accused of falsifying the report in order to get insurance money, and offering to drop a DUI charge for sexual favors.

The son of East Ellijay's mayor, Steve West, is also allegedly involved in the insurance fraud case. West was indicted, as well. There is no word yet on when their trials will begin.

Former Salem police officer arrested on rape charges

SALEM, Ore. — A former Salem police officer is facing charges of rape, strangulation, kidnapping and sex abuse, according to officials at the Marion County District Attorney's office.

Sterling Van Ness Alexander, who quit the force last year, was arrested Thursday by Oregon State Police and is being held without bail in Clackamas County.

The charges stem from an incident involving a female acquaintance more than two years ago, while Alexander was a police officer, but not while he was on duty, said Courtland Geyer, a deputy district attorney. Geyer said the woman did not report the incident until earlier this year.

Salem police Lt. Chuck Bennett said Alexander resigned last year in lieu of being fired for a "violation of department policies and directives."

Bennett said the termination was not related to the crimes with which Alexander is charged.

The state Board of Public Safety Standards and Training revoked Alexander's police certification in April after allegations that he violated moral fitness standards during his time with the Salem Police Department, according to board minutes.

Fort Gibson police officer suspended after woman files for protective order

A Fort Gibson police officer was suspended with pay Friday after being served with a temporary protective order filed by a woman who alleges the officer was stalking her.

Fort Gibson Police Chief Richard Slader said he suspended Kelly Pierce when he learned the officer had been served with the protective order.

The suspension is temporary, pending the outcome of the hearing for a permanent order, which is scheduled at 1:30 p.m. Jan. 25 in Muskogee County District Court.

Pierce referred questions to his lawyer, who could not be reached.

Clara Abigail Carr, also known as Abby Winchester, of Fort Gibson said Pierce has been following her since the beginning of December.

“Every time I turn around in the past two weeks he is there — either in his cop car or his truck,” Carr wrote in a signed statement given to the Muskogee County Sheriff’s Office investigators. “I do not feel comfortable or safe in Fort Gibson.”

Carr told investigators Pierce has followed her for distances of 5 miles or more, on her way to work, to lunch and shopping.

“Before the case was filed, I never seen him anywhere,” Carr said in her statement. “This is scaring me and making me doubt his intentions.”

In a Muskogee County Sheriff’s Office offense report filed with Carr’s petition for a protective order, Investigator Tim Brown said Carr “is the complaining party against Pierce in a case involving allegations of child sexual abuse.”

Brown said that case is under investigation and would not comment further. No criminal charges have been filed against Pierce.

Two other witnesses who gave statements to sheriff’s investigators regarding the alleged stalking said they have seen Pierce drive by Carr’s home as many as five times each day. They corroborated Carr’s statement that Pierce follows her around Fort Gibson when she is out.

Former Scout leader-FBI agent indicted on child sex charges

NEW HAVEN, Conn. (AP) _ A retired FBI agent was indicted Friday on federal child sex charges dating back more than a decade when he was a Boy Scout leader.

William Hutton, 63, of Killingworth, was arrested Friday. The federal grand jury indictment offers few details about the case but accuses Hutton of enticing a member of his Scout troop to Maine for the purpose of sexual activity in 1994 and 1995.

"It's obviously devastating. He was an FBI agent in this district and was reputed in this district," defense attorney Hugh Keefe said. "The people who worked with him in the U.S. attorney's office and FBI respected him."

Keefe said the investigation has been going on for years. He would not discuss the details of the case or how the allegations surfaced.

Investigators asked anyone who knows anything about the case to call the FBI. U.S. Attorney Kevin O'Connor said that's standard practice whenever there might be more victims.

"In any case that's a concern," O'Connor said. "Whether that's the situation here I can't say."

If convicted on all four charges, Hutton faces up to 30 years in prison and up to $250,000 in fines.

Hutton was released on a $200,00 bond. He may not own any firearms or have any unsupervised contact with children. He was also ordered to stay away from playgrounds, schools, arcades or anywhere children congregate.

Police grapple with sex charges

To serve, protect and heal a town: Richmond chief picks up pieces

RICHMOND, Mo. — It happens all too regularly.

When police in this Ray County community haul in an angry drunken driver, the first words out of his mouth often are, “You’re all a bunch of child molesters!”

Such is the legacy of two child molestation cases that have battered the department and challenged the police chief over the past two years.

Rick Enss, a former sergeant and 10-year department veteran, pleaded guilty recently in a child exploitation case. A second officer, Wayne D. Jenkins, hadn’t finished his first year on the job when he was charged in November with molesting a teenage girl. Jenkins has pleaded not guilty and is awaiting trial.

Drunken slurs don’t ruffle Richmond Police Chief Terri McWilliams, but she’s noticed some fall-out from the two high-profile cases.

In the fishbowl of small-town life, she’s hearing, and investigating, more complaints than ever about her officers. Plus, with Enss’ resignation and the unexpected death of a beloved police captain in May 2004, she lost 40 years’ worth of investigative experience in a single month.

Richmond’s predicament is not unheard of elsewhere. Missouri departments, large and small, have had to respond to sexual misconduct allegations against their officers, state disciplinary records show. And though those instances are rare, each chief has had to figure out how to restore the public’s trust.

McWilliams said recently that with the help of municipal and civic leaders, she’s tried to reassure the community that it’s being served well by a police department that, though bruised, remains effective. She’s also working hard to raise professionalism in a department that currently has only 11 full-time officers.

Still, the steady stream of crises has taken a toll.

“I like to work in small departments, and I’ve had the opportunity to move on,” McWilliams said. “I don’t even mind the crisis management.

“It’s just this back-to-back stuff that gets me.”

Crisis after crisis

McWilliams, 41, grew up in Raytown and graduated from Raytown High School and Central Missouri State University. Her first tour in Richmond came in 1990, when she worked undercover on a three-county drug task force.

Later, moving to an 11-county task force, she concentrated on person-to-person drug buys in rural areas.

“It was a field day,” she said. “If I went to Trenton, I could buy drugs all day long.”

When the crank epidemic hit rural Missouri, she took down bathtub meth labs with such furious efficiency that in 2000 she drew the attention of a George magazine writer. The writer, who was profiling a Wisconsin chemist who had written a bestselling underground guide to manufacturing meth, used McWilliams as the voice of law enforcement to describe the chemist as a “loaded gun.”

Returning to Richmond as police chief in 2003, McWilliams replaced a chief who would die of cancer in January 2004. Fortunately, Capt. Cevie Due guided her toward attending the right meetings and cultivating the proper civic leaders.

A 30-year police veteran, Due was for many the face of Richmond law enforcement.

McWilliams’ first crisis struck May 21, 2004, when Due died in a car accident. His death hit the community hard. Coupled with the death of the former chief, it also left McWilliams with little hard information about a long closed and inconclusive investigation into sexual misconduct against one of her most senior officers, Sgt. Rick Enss.

“You can’t go back and ask the former chief, ‘What do you think in your gut?’ ” McWilliams said. “I couldn’t pull up any old information on the case.”

A month after Due’s death, Enss cornered McWilliams to say he again faced allegations. A girl Enss had known for years had just returned from church camp, where she had shared some personal problems with a camp counselor.

McWilliams immediately called in the Missouri State Technical Assistance Team, which often helps local authorities investigate child exploitation cases.

Enss remained on duty for a couple of weeks, until the state team gave McWilliams its first report. With that, she immediately suspended Enss and asked for his badge and his gun.

In federal court last month, Enss acknowledged that McWilliams also had asked him to return a laptop computer. But before returning it, Enss admitted that he had viewed “child pornography on the computer one last time and then attempted to destroy the evidence … on the laptop.”

An officer’s fall

Enss, now 42, generally was considered a good cop. After returning from a tour with an Army field artillery unit in the 1991 Persian Gulf War, he earned respect from co-workers and awards from the department.

“Everybody knew him, and everybody liked him,” McWilliams said.

But Enss had secrets.

Enss admitted at his guilty plea that he had started molesting a 5- or 6-year-old girl in 1994. About seven years later, he began “sessions” with the girl at his home computer. She sat with Enss while he called up adult pornography and images and child porn movies.

The molestation intensified, culminating in sexual intercourse with the child, whom, Enss admitted, he had groomed for the experience. On his hard drive was a copy of the “Pedophile’s Handbook,” a vile 11-page manual on training children to become quiet victims of sexual abuse.

Even after state authorities charged him with 14 counts of sexual misconduct with children, and he was ordered to stay away from the girl, he continued to reach out, this time via e-mail.

He contacted her using his own name and the alias “Troy,” whom she assumed to be a teenage boy. When she realized it was Enss, she begged a state victim’s advocate for help.

“I don’t want him contacting me,” she wrote. “It scares me to know he can still contact me.”

Within days, federal authorities indicted Enss on federal child pornography charges and for using the Internet to entice a child to engage in illicit sexual conduct.

The charges battered the department and its chief, McWilliams said.

“You come out of it with some serious trust issues,” she said. “You question your own professionalism. ‘Why didn’t I see this? Why didn’t I know?’ But some people are good at covering up.”

In November, a second officer, Jenkins, was charged with molesting a girl between May and July.

McWilliams cannot say much about the Jenkins case, because it still is in the courts. She noted, however, that he had passed a background check. The department investigated him after hearing reports that he had been flirting on duty and engaging in inappropriate behavior.

Again, she handed the investigation to the state — this time the Missouri Highway Patrol.

“You go through the anger stage, then the guilt stage, then you go back to anger,” McWilliams said.

Sexual misconduct

Only a tiny fraction of Missouri officers ever face misconduct allegations at the state level, records show. Serious infractions tallied over five years involved only about 1 percent of Missouri’s 17,000 licensed officers.

However, sexual misconduct is one of the most common transgressions. A Kansas City Star review of more than 200 Missouri police misconduct cases since 2000 found that 20 percent involved sexual misconduct, on par with violence as the largest categories.

Two other categories, stealing and alcohol-related offenses, followed closely.

Most often when an officer is disciplined by the state, it’s for failing to fulfill continuing education and training requirements. However, when professional misconduct is alleged, sexual misbehavior is one of the biggest reasons.

In its review, The Star examined the public files of hundreds of police misconduct cases filed with the state Administrative Hearing Commission.

Comparing those reports against lists of officers whose licenses later were revoked, probated or suspended by the state Peace Officers Standards and Training program provided a surprising look at the conduct that ends police careers in Missouri.

In Missouri, about half of the 43 sexual misconduct discipline cases involved children, including child pornography, molestation and deviate sexual intercourse with a child.

Kenneth J. Novak, an assistant professor of sociology, criminal justice and criminology at the University of Missouri-Kansas City, said violence-related crimes and offenses such as stealing probably are more common among police officers. But Missouri’s high proportion of police sexual misconduct cases reflects how serious the offense is considered in police culture, he said.

“There are certain kinds of sins that are unforgivable by a police administrator, chief among them would be sex offenses,” Novak said.

Rebuilding trust

Even before the Jenkins case began to again roil the department, McWilliams began to raise professionalism through better hiring, assuring that her officers were well-equipped and by talking publicly about confidence in her officers and issues facing the department.

She has zero tolerance for misbehavior. In a city the size of Richmond — population 6,043 — word of a police problem gets around quickly. Hiring qualified candidates to fill her three open positions is a priority, she said.

“I’ve had applicants with DWI convictions,” McWilliams said. “But in a small community, with the two issues I’ve had, I can’t bring those people on. In a small town, we can’t afford that risk.”

She’s toughened the hiring process, adding more interviews, psychological tests and more probing written tests to get a better feel of a candidate’s policing skills.

Additional training also is important, but expensive. She constantly looks for free training opportunities. During a recent week, the department worked shorthanded while several officers attended training in Warrensburg.

And though she thinks her department is reasonably well-equipped — always an important officer morale issue — McWilliams is looking forward to a new police station that’s in the works. Over the years, the department has bounced through a number of temporary quarters, some better than others, but none completely satisfactory. A building with proper holding cells and doors that lock shows officers that the department cares about their safety, McWilliams said, and they’ll give a little more to the job.

McWilliams thinks she has the support of Richmond’s civic and business leaders to remove any taint that the recent scandals put on the department. And despite the headache of adverse publicity, she thinks that meeting the issue head-on is the best response.

But just staying out there — shopping in Richmond stores and eating with her family in local restaurants — also can be a powerful tonic for the chief of a small department that has taken some knocks.

In May, McWilliams was leading the annual Mushroom Festival parade, driving slowly and waving to the crowd. Returning her wave on the sidewalk was a little girl, not much older than 5. The girl turned to her mother and said something that McWilliams could hear from the car.

“Look, Mommy, that’s our police chief.”

That gave McWilliams chills.

“I’ll do anything for that little girl.”

Toronto officer charged after man exposed himself

A 22-year veteran of the Toronto Police Force was granted bail today after being charged Monday with allegedly exposing himself to children inside a popular toy store.

Robert Wright, 40, of Oakville had been in custody since his arrest inside the Toys R Us store near Dorval Rd. in Oakville.

A publication ban prevents reporting details of today's bail hearing in a Milton courtroom and why Wright was released.

Wright, who police sources said works in Traffic Services, is to return to a Burlington courtroom May 9.

The officer has been suspended with pay while Toronto police conduct their own internal investigation.

Halton police kept his identity secret in case their investigation showed there was a relationship with the victims.

Had this been the case, his identity would have remained under a publication ban to protect the victims.

“We’re satisfied that releasing his name now won’t compromise other victims,” Halton Det. Sgt. Chris Perkins told The Star today in an interview.. “We didn’t release his name until we spoke to certain people.

“Officers are now satisfied that the releasing of such information will not compromise the identity of young people who may have been victimized.”

Police allege that a man exposed himself to several children inside the toy store.

When officers arrived just after 7:15 p.m., they located the suspect still inside the store. He was taken into custody and a criminal investigation was started.

Wright, who was off duty at the time, was charged with committing an indecent act and two counts of possession of stolen property.

Investigators continue to examine the case and Perkins said additional charges could be laid.

Police said the charge involving stolen property was laid in connection with an un-related offence.

Sex-assault suspect quits police force

CAMPBELLTOWN — The South Londonderry Township Board of Supervisors last night accepted the resignation of a police officer who is under investigation in a sexual-assault case.

Officer Richard Dimond was charged last month with sexually assaulting a 16-year-old Palmyra girl who was the victim in two other sexual-assault cases he had been investigating. Dimond was charged with one felony count of sexual abuse of children/possession of child pornography and one misdemeanor count of corruption of minors.

He was suspended from his job indefinitely with pay on Feb. 17. His resignation was effective yesterday.

The supervisors said they had come to an agreement with Dimond regarding his resignation but declined to discuss specifics.

The 32-year-old Dimond, who lives in North Cornwall Township, admitted to having had a romantic and sexual relationship with the girl that started when she turned 16 in December, according to the criminal complaint against him.

A preliminary hearing date for Dimond has been set for April 21 at 9:30 a.m. before District Judge Kim Wolfe

Off Duty State Trooper Arrested by Golden Police

On April 7th, the Golden Police Department arrested Eric Bufkin for Unlawful Sexual Contact, after he allegedly attempted to observe an adult female changing clothing in the Kohl’s Department Store (16700 W. Colfax Ave.) changing room. Bufkin fled the store prior to officers arriving, but turned himself in at the Golden Police Department soon after. Bufkin was booked and released on a summons and will have his first appearance in Jefferson County Court at 1:15 p.m. on June 6th. Unlawful Sexual Contact is a misdemeanor charge.

Bufkin is employed by the Colorado State Patrol as a State Trooper, and was off-duty at the time of the alleged incident. The Colorado State Patrol has initiated an internal investigation on Bufkin, who is currently on administrative leave.

A Henrico County police officer has been arrested on sexual-misconduct charges and suspended without pay pending the outcome of his case.

Mike Fisher, a Henrico robbery investigator, was arrested Tuesday in Hanover County, according to Henrico police Capt. Jim Fitzgerald.

Henrico is conducting its own investigation into the allegations, Fitzgerald said. The case stems from incidents that allegedly happened in 1993 and involved a child.

Fisher has been a Henrico police officer for more than 20 years.

EL CAJON – Prosecutors filed more charges Thursday against an El Cajon police officer accused of soliciting sexual favors from female detainees in exchange for their freedom.

The two additional felony charges brings to eight the number of alleged victims in the case against William Robert Taylor.

Taylor, 27, faces up to 17 years in prison if convicted, said Deputy District Attorney Robert Kearney.

The defendant, who is out of custody on $250,000 bail, is charged with eight counts of soliciting bribes, two counts each of rape with a foreign object and sexual battery and one count of attempting to dissuade a witness from reporting a crime.

Taylor, over an 18-month period, allegedly propositioned some of the women he detained by repeatedly asking them what they would do to avoid jail.

In one instance detailed in a Feb. 3 arrest warrant, a woman Taylor detained for petty theft last September at an El Cajon department store told police that he forced her to disrobe and perform a sex act in the back seat of his patrol car while he stood outside and watched.

According to the warrant, the woman told police she believed “she had no option but to comply” with Taylor's alleged demands.

Police have contacted more than 300 potential victims and were seeking nearly 50 others, according to court documents.

The potential victims include every woman who had contact with Taylor in the course of his job, El Cajon police Sgt. Charles Merino said. He said police are investigating Taylor's actions dating to 2003.

According to the court documents, police began investigating Taylor in November, when a woman complained of how he had treated her after arresting her.

Taylor, a police officer for three years, was placed on unpaid administrative leave soon after his Feb. 3 arrest.

El Cajon Superior Court Judge Laura Halgren rescheduled a readiness conference for May 18 and a preliminary hearing for July 6.

Former Coeburn police officer accused of sexual misconduct

WISE - A former police officer for Coeburn and St. Paul was indicted by a Wise County grand jury Tuesday on sexual misconduct charges, including allegations involving minors.

Wise County Commonwealth's Attorney Chad Dotson said Jason Estle Jackson, 27, P.O. Box 311, St. Paul, worked previously for the St. Paul Police Department before serving the last three years or so with the Coeburn Police Department. Dotson said the CPD terminated Jackson from the department several weeks ago when the Virginia State Police began to investigate allegations of misconduct against four females ranging in age from 14 to 19.

Charges filed Tuesday carry a combined maximum sentence of life plus 43 years. Dotson said they include an allegation of Jackson pulling a young female driver over for suspicion of driving under the influence and giving her the option of sexual favors or DUI charges.

The grand jury's charges against Jackson include:

•On or about March 5 of this year Jackson allegedly sexually abused a 14-year-old girl, a felony punishable by a maximum of 20 years in prison; and on the same day "did with lascivious intent ... knowingly and intentionally, proposed that a child under the age of 15" expose herself, a felony punishable by 10 years in prison.

•On or about June to August 2005, Jackson allegedly engaged in consensual sexual intercourse with a child 15 or older, a Class I misdemeanor with a maximum of 12 months in jail and a $2,500 fine.

•On or about January 2005, Jackson allegedly sodomized a female of undisclosed age "against her will by the use of force, threat or intimidation," a felony punishable by life in prison.

•On or about June to September 2005, Jackson allegedly sexually abused a 17-year-old female "by use of force, threat, intimidation or ruse," a maximum of 12 months and a $2,500 fine.

•On or about June to September 2005, Jackson allegedly exposed himself in a public place or a place where others were present, a misdemeanor that carries a maximum of 12 months in jail and a $2,500 fine.

Jackson turned himself in to authorities Tuesday afternoon and was arraigned before Wise County Circuit Judge Tammy McElyea.

Waco officer charged with child porn

WACO -- A recently retired 20-year Waco police officer was charged with possessing child pornography.

Amador Gonzalez Jr., 44, was charged Monday with one count of possession of visual depictions of sexual activity by minors. If convicted, he faces a maximum of 10 years in federal prison and a fine of up to $250,000.

Gonzalez is free on $25,000 bail.

The charge came two months after federal agents discovered Gonzalez through an undercover child porn operation in Florida. Court documents say the agents searched Gonzalez's home in the Waco suburb Hewitt and found images on his computer storage equipment.

Waco police placed Gonzalez on administrative leave in February and he resigned the next day.

Ex-Jackson officer is fined for sex crime

Sentence for contact with teen girl suspended

CANTON - A former Jackson Township police officer avoided jail time Monday as he was sentenced in Stark County Common Pleas Court on a sexual imposition charge, a third-degree misdemeanor.

Thomas Wyatt II, 37, received a 30-day suspended sentence, was fined $250 and was ordered to undergo counseling.

Judge Richard D.Reinbold Jr. also classified him as a sexually oriented offender, meaning he must register with law enforcement for the next 10 years as a convicted sex offender.

Wyatt, the son of former Canton Police Chief Thomas W. Wyatt, apologized to his family and thanked friends for their support before he was sentenced.

He was accused of having sexual contact with a female teen between 2001 and 2003. The offense took place in Canton and his job as an officer played no role, prosecutors have said.

The victim and the victim's family had requested that he receive no jail time.

Wyatt resigned from the Jackson department last month just before pleading guilty. The judge had delayed the sentencing until Monday pending a pre-sentence investigation.

Despite questions about whether Wyatt was treated differently because he was a former officer, Assistant Prosecutor Chryssa Hartnett said the charge and sentence were appropriate for the crime. It was important that he leave law enforcement and that was accomplished, she added.

``He's not getting a break,'' she said. ``He was treated exactly like any other individual.''

Police Officer Accused Of Groping 16-Year-Old Girl

DAYTONA BEACH, Fla. -- A Daytona Beach police officer is accused of groping a 16-year-old girl. Channel 9 has learned this is not the first time this officer has been accused of this type of behavior. Officer Joseph Chirco has been an officer with Daytona Beach for almost a decade. While the latest accusation is shocking to some, to others who know Chirco's history it seems to be part of a pattern.In the report on the latest alleged incident, Chirco's 16-year-old neighbor said the officer often commented how he'd like to touch her breasts. The alleged victim said Chirco compared her body to his wife's and made her feel uncomfortable.Then, she said, on March 30 she was leaning into Chirco's squad car talking to him when he reached forward and grabbed her breasts. The girl said Chirco was aware of her age and the groping wasn't an accident.Eyewitness News checked into Chirco's disciplinary history and found out this isn't the first time he's been accused of unwanted touching.In 2003, Chirco was accused of inappropriately touching a suspect's breasts during a pat down. The charge was sustained and Chirco was reprimanded. In December 2005, once again Chirco was accused of inappropriately touching a suspect's breasts. That charge was cleared by Internal Affairs.Both former accusers were adults.The Daytona Beach Police Department wouldn't comment on the latest accusation from the 16-year-old girl. However, they said that Chirco's past record would be taken into consideration as they continue their internal investigation.The officer has been charged with misdemeanor battery from the State Attorney's Office. He is on administrative leave until Internal Affairs finishes their investigation.

California - Officer Stephen Gallagher, 49 a San Jose police officer was sentenced to five years in prison yesterday for what the cases prosecutor called a disgusting crime, molesting his 11-month-old daughter.

Officer Gallagher, a 22-year veteran of the San Jose Police Department, was arrested after the childs mother reported the incident she had recorded the night before.

The mother had installed a hidden video camera, commonly known as a nanny cam, in the room where Gallagher was watching their daughter because she believed he might have been drinking around the toddler, according to court documents.

New York - A Bronx cop was charged with sodomizing a 13-year-old boy yesterday after a group of stunned passers-by caught him having sex with the youth near a baseball field.

Officer Luis Delgado, a 12-year NYPD veteran and a married father of two who just bought a new home in Orange County, was so unconcerned after being caught with the half-naked youngster that he allegedly told people who were walking by to "get the fuck away from me!"

When passers-by said they would call police, Delgado shouted back, "I am the police!" and continued to assault the teen, witnesses said.

After getting a 911 call, cops responded to French Charley's Park at about 5 p.m., police said. Residents said Delgado, 39, tried to run away after witnesses called the police and his fellow officers confronted him. Cops caught Delgado a few minutes later.

The FBI arrested of a veteran Hollywood police officer on charges of trying to buy two children for use as sex slaves. Officer Derek D. Roberts, 29, worked the past four years with the Hollywood force as a dispatcher and later as a patrol officer. He was arrested in Miami after agents said he arrived at a pre-set meeting place complete the deal with a cash payment and expecting the minors were at the hotel to have sex with him.

Officer Roberts earlier put a down payment for two children using his credit card. The FBI said Roberts was trying to import two children young girls from Latin America and they were to be used solely for sex. Roberts used a computer in his search, agents said.

Officer Michael Torres, has pleaded not guilty to four charges of sexual assault against a young girl and has been released without bail over the objections of prosecutors and the child's mother. Rejecting a request by Pierce County prosecutors to set bail at $50,000, Superior Court Judge Thomas Felnagle decided Tuesday to release Officer Michael Torres, on electronic home monitoring. The family fear Torres and have obtained a protection order prohibiting him from contacting them or her 11-year-old daughter. "He has taken the identity of my child and he gets no bail?" the mother asked after the hearing. "This is not fair justice." A Tacoma police officer since 2000, Torres remains on paid leave.

A former Carmel police officer who pleaded guilty to child molesting could spend the rest of his life behind bars.

Officer Paul E. Terry, 53, Westfield, was sentenced Thursday to a total of 50 years in prison with 10 years suspended and 10 years of probation.

Terry made no statement to the court, as he quietly listened to Hamilton County Superior Court Judge Daniel Pfleging read the sentences for one count of child molesting, a Class A felony, two counts of child molesting, both Class A misdemeanors, and one count of attempted child molesting, a Class C felony. Thirty-two other counts against Terry were dismissed in a plea agreement.

A former village police sergeant is in jail again, accused of sexually abusing a child. Officer Donald Wood, 50, was charged with first-degree sexual abuse, a class D felony, for allegedly having sexual contact with a 4-year-old girl.

Investigators believe Wood had sexual contact with the child at other times over the past three years. Wood's is also suspected of having sexual contact with Barrington town residents, ages 7 and 10.

Officer Wood — who retired in 1994 after a 20-year career with the Penn Yan Police Department — was registered as a Level 3 sex offender after being convicted seven years ago of sexually abusing a 10-year-old boy.

In that case, Wood pleaded guilty to first-degree sexual abuse as part of a plea bargain and served a one-year sentence in the Yates County Jail.

09/30/2005 - Houston Texas - A former Harris County deputy constable was charged with sexual assault of a child.

Investigators said officer Eric Steven Spiller, 34, had a relationship with a teenage girl, which led to the charges and his termination.

Officials said the teenager's mother first filed the complaint.

"She was concerned by the relationship between the officer and her 16-year-old daughter," Precinct 4 assistant chief deputy Larry Shiflet said.

Spiller denied any wrongdoing, but an internal affairs investigation revealed the girl later admitted to sexual acts with the officer while he was on duty.

"His misconduct (occurred) while in a patrol car," Shiflet said. "The public is outraged. The police officers themselves are very disheartened. They're angry."

He was terminated in March. Officer Spiller had been with the department for 10 years.

NYPD cop who tried to set up a sexual encounter with an underage boy was caught when he turned up at the rendezvous site carrying condoms and lubricant, Queens.

The cop, 39-year-old officer Michael Costello, a youth officer, was ordered held on $25,000 bail following his arraignment in Queens.

Playing a five-minute "game" in a bathroom with a 12-year-old girl may cost a former Isle of Wight sheriff's deputy a year in prison.

Officer David Paul Sessoms, a 48-year-old, pleaded guilty to a misdemeanor charge of contributing to the delinquency of a minor.

Virginia State Police arrested officer Sessoms on a felony charge of taking indecent liberties with a child.

After he agreed to plead guilty, there was no need for the girl, who is now 13, to testify. In April 2004, Sessoms lured the middle schooler into the bathroom of the Isle of Wight satellite sheriff's office in Carrsville and "proposed an act of sexual intercourse" and other sexual acts, according to court documents.

He offered her $20 "to play a game for five minutes," said Melanie D. Franklin, the investigative state police officer in the case. The girl took the money, but Franklin wouldn't comment on what happened. "The plea was in his best interest," Barrett Richardson, Sessoms' lawyer, said after the trial. "It was offered, and we accepted it. Hopefully, this will result in suspended jail time."

VIRGINIA -- A former Hanover County sheriff's department chaplain and deputy faces a maximum sentence of life in prison for guilty pleas to sex offenses involving three girls.

Officer Gary Alan Rinehults, 61, pleaded guilty to charges of felony aggravated sexual battery and misdemeanor sexual battery involving two girls, ages 11 and 13.

Officer Rinehults also pleaded guilty to felony charges of forcible rape, forcible sodomy, animate object sexual penetration and aggravated sexual battery.

Those charges stemmed from the sexual abuse of a 14-year-old girl over a five-year period.

He is to be sentenced July 11.After serving as a chaplain for the Hanover Sheriff's Office, Rinehults, an ordained minister, decided to become a deputy, according to a department spokesman. He was hired as a deputy in June 1999 and worked for 3 years until Dec. 18, 2002.

A judge sentenced a former Palm Beach County deputy to life in prison for having sex with young boys he met at the sheriff's office youth training program.

Officer Gervasio ``Julio'' Torres, 35, received the mandatory sentence for sexual battery on a child under 12. A jury convicted him earlier this year. Torres will be eligible for parole in 25 years because that was the law in 1993, when the charged crime occurred.

Three men testified at trial that Torres abused them as youngsters. Prosecutors still plan to try Torres on other molestation charges.

PITTSBURGH - A police officer was charged with having sex with a girl from the time before she entered elementary school until she turned 14, police said.

OfficerFrederick Livingston, an Edgewood police officer, was ordered to stand trial on charges of statutory sexual assault, sexual assault, endangering the welfare of children, rape and corruption of minors following a preliminary hearing this week.

The girl told investigators that Livingston, 38, of Penn Hills, had sexually abused her for years, police said.

PENNSYLVANIA -- A police officer who garnered sympathy after he was severely injured on the job last year has been charged with repeatedly molesting a boy. James Glenn Kane, a Hilltown Township patrolman, was arrested late Thursday after investigators interviewed the alleged victim, who is now a college student.

"The abuse of a child by a police officer is beyond my ability to comprehend. He did this over a period of six years," Gibbons said. She said Kane often stopped at the victim's house on the way to work and molested him.

Officer Kane, who was charged with rape of a child, involuntary deviate sexual intercourse and other counts, was being held on $1 million bail. He faces a minimum of five years in prison if convicted but could get a much harsher sentence.

A veteran police officer was arrested and accused of soliciting sex online from people he thought were 14-year-old girls but who turned out to be undercover detectives.

Officer Michael Farrell, 34, who is married to a police officer and has children, was charged with attempting to disseminate indecent material to minors, a felony punishable by four years in prison, and attempting to endanger the welfare of a child, a misdemeanor.

Farrell was arrested around 8:20 a.m. at a McDonald's restaurant in Queens. He expected to meet someone he thought was a 14-year-old girl he had contacted in a computer chat room.

The prosecutor said officer Farrell, a police officer since June 1992, had communicated online with five people he thought were underage girls, discussing the kind of sex he liked and talking about sexual accessories. He was meeting that girl for the purpose of engaging in sex acts. Instead, she said, Farrell met undercover detectives who were waiting to arrest him.

By Dan Whitcomb LOS ANGELES (Reuters) - Prosecutors say they have enough evidence to put a Los Angeles police commander once considered for chief on trial for molesting two teenage boys while on the job in the 1970s -- but cannot bring the charges because too much time has passed. The three-page decision was released by the Los Angeles County District Attorney's office on Friday and cites a U.S. Supreme Court (news - web sites) ruling in June that struck down a California law enabling the prosecution of old sex crimes. It marks the end of a year-long investigation of Deputy Chief David Kalish, the LAPD (news - web sites)'s highest-ranking openly gay officer and onetime candidate for chief, though he could still face discipline by the department. Kalish's attorney could not immediately be reached for comment. "It's a shame to see that Kalish was able to avoid prosecution based on the Supreme Court's decision," said Todd Walburg, an attorney for two of the men who came forward with the accusations after Kalish asked to be considered for chief. Walburg, who praised Los Angeles prosecutors for their work, said the decision means that the criminal case against Kalish was at a "dead end." His clients have also sued the deputy chief, who has been on paid leave since March. According to the memo, the investigation into Kalish began with allegations by a man who met him in the 1970s through the Explorer program, which was then run by the Boy Scouts of America and allowed teens considering a career in law enforcement to work with police. The man accused Kalish of molesting him beginning when he was 15 or 16 years old and continuing when he was 17. A second man then contacted the LAPD to accuse Kalish of molesting him when he was 15, 16, and 17 years old and in the same Explorer program. A third man, also a former Explorer Scout, accused Kalish of touching him >inappropriately when he was a member of the program. Deputy District Attorney William Hodgman, who signed the memo, said that there was enough evidence to prosecute Kalish for molesting the first two victims but said that charges were precluded by the Supreme Court decision. Hodgman said the third victim's allegations did not constitute a felony but that charges were also precluded by the high court's ruling. Kalish, who ranks third behind Chief William Bratton in the LAPD's command structure along with seven other deputy chiefs, made headlines when he made his homosexuality public and applied for the department's top job. Though the Los Angeles native, who has a young son with his partner, was seen as a role model by some in the gay community, he has said he did not intend to break barriers and for years hid his sexual preference because he feared losing his job. Bratton, a Boston native and former New York police commissioner, was named Los Angeles police chief in October last year.

FBI Pairs With Website Violating Law To Make Kids Safer

FBI surfing shieldThe FBI has set up a masterful site called Safe Online Surfing to help kids learn how to use the internet safely. Via a scavenger hunt, children get to learn that it's okay to talk about Disney characters online, get online safety tips from the Miami Dolphins website and take an Internet test at the Common Knowledge Scholarship Foundation.

Now, what's great isn't that the final Internet quiz actually tests you on whether you know how to become an FBI Special Agent (Sample question: What do you say to a female applicant who says she's not strong enough to bust down doors?)

What's great is that the Common Knowledge site violates the Children's Online Privacy Protection Act, which mandates that any site collecting personal information on a child under the age of 13 must get verifiable consent from a parent. While Common Knowledge claims to be in compliance with COPPA, I was able to register as a 12 year-old (First name: Vulnerable, Last name: Child Address:123 TouchMe Way). Registration requires a name, an address, a phone number, a date of birth, an email address, your school name, and your extra-curricular interests just to take an online quiz. While I was required to add my parent's email address, the site never sent an email to that address, let alone complied with the law requiring the site to get a parent's verifiable consent. The site's legitimacy is only burnished by having its domain registered to a post office box and running Yahoo! ads on the front page.

This is brilliant since any child going through the scavenger hunt should have learned never to give any of this information out, so the way to finish the scavenger hunt is not to finish it. Pretty sneaky, FBI. Schools that do really good on the test get a visit from a professional football player, which makes sense, because nothing says online smarts like a 6', 230lb linebacker sitting in your school's cafeteria.

Former Scout leader-FBI agent indicted on child sex charges

NEW HAVEN, Conn. (AP) _ A retired FBI agent was indicted Friday on federal child sex charges dating back more than a decade when he was a Boy Scout leader.

William Hutton, 63, of Killingworth, was arrested Friday. The federal grand jury indictment offers few details about the case but accuses Hutton of enticing a member of his Scout troop to Maine for the purpose of sexual activity in 1994 and 1995.

"It's obviously devastating. He was an FBI agent in this district and was reputed in this district," defense attorney Hugh Keefe said. "The people who worked with him in the U.S. attorney's office and FBI respected him."

Keefe said the investigation has been going on for years. He would not discuss the details of the case or how the allegations surfaced.

Investigators asked anyone who knows anything about the case to call the FBI. U.S. Attorney Kevin O'Connor said that's standard practice whenever there might be more victims.

"In any case that's a concern," O'Connor said. "Whether that's the situation here I can't say."

If convicted on all four charges, Hutton faces up to 30 years in prison and up to $250,000 in fines.

Hutton was released on a $200,00 bond. He may not own any firearms or have any unsupervised contact with children. He was also ordered to stay away from playgrounds, schools, arcades or anywhere children congregate.

Sisters win sex lawsuit vs. dad $2.3 million given for years of abuse

Two daughters of former state and federal law enforcement official Edward Rodgers were awarded $2.319,400 yesterday, after a Denver judge and jury found that the women suffered years of abuse at the hands of their father.

The award to Sharon Simone, 45, and Susan Hammond, 44, followed testimony of Rodgers’ four daughters in person or through depositions, describing repeated physical abuse and sexual assaults by their father from 1944 through 1965.

Rodgers, 72, who became a child abuse expert after retiring from the FBI and joining the colorado Springs DA’s office, failed to appear for the trial. But in a deposition taken in March, Rodgers denied ever hitting or sexually abusing his children.

He admitted that he thought of himself as a "domineering s.o.b. who demanded strict responses from my children, strict obedience." But it never approached child abuse, Rodgers said. "Did I make mistakes? Damn right I did, just like any other father or mother..."

Thomas Gresham, Rodger’s former attorney, withdrew from the case recently after being unable to locate his client. Rodgers recently contacted one of his sons from a Texas town along the Mexican border. Gresham said his last contact with Rodgers was on April 24.

The sisters reacted quietly to the verdict, and with relief that their stories of abuse had finally been told.

"I feel really good that I’ve gone public with this,"Hammond said. "I am a victim, the shame isn’t mine, the horror happened to me. I’m not bad.
"My father did shameful and horrible things to me and my brothers and sisters. I don’t believe he is a shameful and horrible man, but he has to be held accountable," Hammond added.

The lawsuit deeply divided the Rodgers family, with Rodgers’ three sons questioning their sister’s motives.

Immediately after the verdict, son Steve Rodgers, 37, reacted angrily, yelling at his sisters in the courtroom.

Later, Rodgers said he loves his father and stands by him. He said his sisters had told him their father had to be exposed the way Nazi war criminals have been exposed.

"In a way I’m angry with my father for not being here. But I’m sympathetic because he would have walked into a gross crucifixion," Rodgers said.

Steve Rodgers never denied that he and his siblings were physically abused, but disputed that his father molested his sisters.
Before the jury’s award, Denver District Judge William Meyer found that Rodger’s conduct toward Simone and Hammond was negligent and "outrageous."

Despite the length of time since the abuse, the jury determined the sisters could legally bring the suit. The statute of limitations for a civil suit is two years, but jurors determined that the sisters became aware of he nature and extent of their injury only within the last two years, during therapy.

The jury then determined the damages, finding $1,240,000 for Simone and 1,079,000 for Hammond.

The sisters had alleged in their suit filed last July that Rodgers subjected his seven children to a "pattern of emotional, physical, sexual and incestual abuse."

As a result of the abuse, the women claimed their emotional lives had been left in a shambles, requiring extensive therapy for both and repeated hospitalizations of Hammond, who was acutely suicidal. Simone developed obsessive behavior and became so unable to function she resigned a position with a Boston-based college.

Despite the judgment yesterday, Rodgers cannot be criminally charged. the statue of limitations in Colorado for sexual assault on children is 10 years.
Rodgers, who worked for the FBI for 27 years, much of it in Denver, became chief investigator for the district attorney’s office in Colorado Sp;rings. during his employment at the DA’s office from 1967 until 1983, he became a well-known figure in Colorado Springs, and lectured and wrote about child abuse both locally and nationwide.

He wrote a manual called " A Compendium -- Child Abuse by the National College of District Attorney’s," and helped put together manuals on child abuse for the New York state police and a national child abuse center.

WASHINGTON (AP) - The former chief internal watchdog at the FBI has pleaded guilty to sexually assaulting a 6-year-old girl and has admitted he had a history of molesting other children before he joined the bureau for what became a two-decade career.

John H. Conditt Jr., 53, who retired in 2001, was sentenced last week to 12 years in prison in Tarrant County court in Fort Worth, Texas, after he admitted he molested the daughter of two FBI agents after he retired. He acknowledged molesting at least two other girls before he began his law enforcement career, his lawyer said.

Conditt sought treatment for sex offenders after his arrest last year, said his attorney, Toby Goldsmith.

``The problem these people have is they don't really feel like it is their fault,'' Goldsmith said. ``The treatment doesn't work unless you admit you are the one who instigated it, and he did that.''

Conditt headed the internal affairs unit that investigates agent wrongdoing for the Office of Professional Responsibility at FBI headquarters in Washington from 1999 until his retirement in June 2001, the FBI said. He wrote articles in law enforcement journals on how police agencies could effectively investigate their own conduct.

FBI officials said Tuesday they had no information to suggest that Conditt had any problems during his career and he was never the subject of an investigation.

Tarrant County Assistant District Attorney Mitch Poe, who prosecuted the case, said he wanted a longer prison sentence and was skeptical of Conditt's claim that his molestation of children subsided during his FBI career.

``Both myself and the judge in open court, we were kind of skeptical but we don't have any evidence,'' Poe said.

A recently retired FBI whistleblower who brought allegations to Conditt's office that agents had not aggressively pursued evidence of sexual abuse in Indian country said Tuesday she now questions whether his personal history affected that decision.

``Before, it never made any sense,'' retired agent Jane Turner said of the FBI's decision to decline to further investigate her allegations. ``Now I can understand. Why in the world wouldn't you want to investigate that?''

Goldsmith said he was concerned about the safety of his client in prison given that he is a former FBI agent and an admitted child molester. ``He's not going to be comfortable in the penitentiary,'' the lawyer said.

Goldsmith said his client had admitted that he had molested at least two other girls before he became an FBI agent more than 30 years ago, but that there was no evidence of any wrongdoing while he served in the bureau.

``It seems that he never did because he had stricter control at that time,'' the lawyer said.

Conditt could have faced life in prison, and prosecutors requested he get 50 years. The judge sentenced him to 12 years in prison, in part citing Conditt's decision to spare the victim the trauma of a trial, Goldsmith said.

Conditt's conviction is the latest controversy to strike the FBI's Office of Professional Responsibility.

Last year, FBI Director Robert Mueller transferred the head of the office to another supervisory assignment outside Washington, three months after rebuking him for his conduct toward a whistleblower.

That whistleblower, John Roberts, alleged the FBI disciplinary office had a double standard that let supervisors off easier than rank-and-file agents.

Those allegations prompted investigations by Congress and the Justice Department inspector general. The inspector general concluded that there was no systematic favoritism of senior managers over rank-and-file employees but that there was a double standard in some cases involving crude sexual jokes and remarks

BOISE, Idaho (AP) A longtime FBI agent who helped arrest mountain-man Claude Dallas and was involved in a deadly 1984 siege involving white supremacists in Washington state is going to prison for 12 months after pleading guilty to possession of child pornography.

William Buie, 64, of Boise, most recently worked as an investigator for the Idaho attorney general's office.

He was sentenced Monday in U.S. District Court to a year in prison on one count of possession of sexually exploitative materials involving minors. He had pleaded guilty in March.

Buie told agents with the Utah Internet Crimes Against Children Task Force that he learned to access child pornography Web sites while attending a seminar on preventing child exploitation as part of his law enforcement training in 2000 or 2001.

He acknowledged using his bank debit card to gain access to child erotica and child pornography Web sites, including using the card to buy a month of access to a child pornography Internet site entitled ''Eternal Nymphets.''

Buie, a former FBI sniper who worked for about 30 years for the agency in Seattle, Butte, Mont., and Salt Lake City, participated in the arrest of Dallas in 1982 in Paradise Valley, Nev., after the self-proclaimed mountain man had spent a year on the run after killing two Idaho Fish and Game agents. Dallas served 22 years in prison for manslaughter.

Buie also took part in the 1984 siege on Whidbey Island, Wash. in which Robert Mathews, leader of the violent racist cell called ``The Order,'' was killed following an 18-month wave of armed robberies and assassinations.

U.S. District Judge Edward Lodge gave Buie a reduced sentence of just a year behind bars, down from the standard sentencing range of 27 months to 33 months. That's after his lawyer, Mark Manweiler, argued that Buie's efforts to find sex-addiction treatment and his exemplary work record as well as concern that as a longtime FBI agent he would be in danger behind bars entitled him to a sentencing break.

"He would be unusually susceptible to abuse in a federal correctional institution,'' Manweiler wrote in his motion.

In a statement, the Justice Department said that as many as 150 sexually explicit images depicting children were found on Buie's home computers. It said no images were found on Buie's work computer.

After leaving the FBI, he worked as a criminal investigator for the Idaho attorney general's office for about six years, according to court documents.

According to terms of his sentencing, Buie must turn himself in on July 20 to begin serving his federal prison term.

Phone messages left by the Associated Press late Monday at Buie's Boise residence and on his cell phone weren't immediately returned.

Wearing a black FBI vest and holding a machine gun Sunday was a dream come true for 6-year-old Jaycob Mahan of Atascadero, who already has aspirations to join a SWAT team when he's older.

“I like the big guns,” Jaycob said with a smile as he proudly showed off a picture of himself holding the weapon.

Jaycob joined hundreds of other Central Coast children Sunday at the 13th annual Cops 'n' Kids Field Day at the Soto Sports Complex in Arroyo Grande.

Representatives from 16 different Central Coast law enforcement agencies, which featured canine demonstrations, a helicopter landing, and official vehicle displays. Visitors were also treated to free hot dogs, sodas, cotton candy and suckers, funded primarily by the Grover Beach Vons grocery store.

The event is sponsored by the California Central Coast Chapter of the International Footprint Association to give law enforcement a chance to meet the public and help children understand the role of officers in the community, said event co-founder Jay Conner.

“I always have felt it's a vibrant part of the community to have people better understand law enforcement,” Conner said.

Capt. Bill Vail of the San Luis Obispo office of the California Highway Patrol said he enjoys these events because it gives him a chance to interact with the community in a positive way and shed light on the importance of safety behind the wheel of a car.

“We usually see people when we're responding to an emergency, so this gives them a chance to see us on another level,” Vail said.

Beyond letting the public look at two CHP vehicles, the agency also had a roll-over simulator at the event, which allows people to see the dangers associated with not wearing a seat belt. A dummy placed inside the simulator without a seat belt was quickly thrown out of the vehicle when it was spun around.

Vail said that one of the special things about working for the CHP in San Luis Obispo County is that all of the local law enforcement agencies get along with each other.

“This is the best tri-county interaction I've ever seen,” Vail said. “You don't get territorial fights here.”

Across the field, the Santa Maria branch of the FBI was letting kids take pictures holding machine guns, which had been disabled, said Kirk Striebich of Santa Maria, supervising senior resident agent. This was the first year that the FBI allowed children to handle the guns, Striebich said.

He said that the question he's most asked by children is how to start a career in the FBI, to which he answered, “study hard, do well in school and pursue another career first if you have other dreams.”

With an average age of 30, FBI agents usually join the force as a second career, which provides diversity in the agency, Striebich said.

Former Scout leader-FBI agent indicted on child sex charges

NEW HAVEN, Conn. (AP) _ A retired FBI agent was indicted Friday on federal child sex charges dating back more than a decade when he was a Boy Scout leader.

William Hutton, 63, of Killingworth, was arrested Friday. The federal grand jury indictment offers few details about the case but accuses Hutton of enticing a member of his Scout troop to Maine for the purpose of sexual activity in 1994 and 1995.

"It's obviously devastating. He was an FBI agent in this district and was reputed in this district," defense attorney Hugh Keefe said. "The people who worked with him in the U.S. attorney's office and FBI respected him."

Keefe said the investigation has been going on for years. He would not discuss the details of the case or how the allegations surfaced.

Investigators asked anyone who knows anything about the case to call the FBI. U.S. Attorney Kevin O'Connor said that's standard practice whenever there might be more victims.

"In any case that's a concern," O'Connor said. "Whether that's the situation here I can't say."

If convicted on all four charges, Hutton faces up to 30 years in prison and up to $250,000 in fines.

Hutton was released on a $200,00 bond. He may not own any firearms or have any unsupervised contact with children. He was also ordered to stay away from playgrounds, schools, arcades or anywhere children congregate.

Sisters win sex lawsuit vs. dad $2.3 million given for years of abuse

Two daughters of former state and federal law enforcement official Edward Rodgers were awarded $2.319,400 yesterday, after a Denver judge and jury found that the women suffered years of abuse at the hands of their father.

The award to Sharon Simone, 45, and Susan Hammond, 44, followed testimony of Rodgers’ four daughters in person or through depositions, describing repeated physical abuse and sexual assaults by their father from 1944 through 1965.

Rodgers, 72, who became a child abuse expert after retiring from the FBI and joining the colorado Springs DA’s office, failed to appear for the trial. But in a deposition taken in March, Rodgers denied ever hitting or sexually abusing his children.

He admitted that he thought of himself as a "domineering s.o.b. who demanded strict responses from my children, strict obedience." But it never approached child abuse, Rodgers said. "Did I make mistakes? Damn right I did, just like any other father or mother..."

Thomas Gresham, Rodger’s former attorney, withdrew from the case recently after being unable to locate his client. Rodgers recently contacted one of his sons from a Texas town along the Mexican border. Gresham said his last contact with Rodgers was on April 24.

The sisters reacted quietly to the verdict, and with relief that their stories of abuse had finally been told.

"I feel really good that I’ve gone public with this,"Hammond said. "I am a victim, the shame isn’t mine, the horror happened to me. I’m not bad.
"My father did shameful and horrible things to me and my brothers and sisters. I don’t believe he is a shameful and horrible man, but he has to be held accountable," Hammond added.

The lawsuit deeply divided the Rodgers family, with Rodgers’ three sons questioning their sister’s motives.

Immediately after the verdict, son Steve Rodgers, 37, reacted angrily, yelling at his sisters in the courtroom.

Later, Rodgers said he loves his father and stands by him. He said his sisters had told him their father had to be exposed the way Nazi war criminals have been exposed.

"In a way I’m angry with my father for not being here. But I’m sympathetic because he would have walked into a gross crucifixion," Rodgers said.

Steve Rodgers never denied that he and his siblings were physically abused, but disputed that his father molested his sisters.
Before the jury’s award, Denver District Judge William Meyer found that Rodger’s conduct toward Simone and Hammond was negligent and "outrageous."

Despite the length of time since the abuse, the jury determined the sisters could legally bring the suit. The statute of limitations for a civil suit is two years, but jurors determined that the sisters became aware of he nature and extent of their injury only within the last two years, during therapy.

The jury then determined the damages, finding $1,240,000 for Simone and 1,079,000 for Hammond.

The sisters had alleged in their suit filed last July that Rodgers subjected his seven children to a "pattern of emotional, physical, sexual and incestual abuse."

As a result of the abuse, the women claimed their emotional lives had been left in a shambles, requiring extensive therapy for both and repeated hospitalizations of Hammond, who was acutely suicidal. Simone developed obsessive behavior and became so unable to function she resigned a position with a Boston-based college.

Despite the judgment yesterday, Rodgers cannot be criminally charged. the statue of limitations in Colorado for sexual assault on children is 10 years.
Rodgers, who worked for the FBI for 27 years, much of it in Denver, became chief investigator for the district attorney’s office in Colorado Sp;rings. during his employment at the DA’s office from 1967 until 1983, he became a well-known figure in Colorado Springs, and lectured and wrote about child abuse both locally and nationwide.

He wrote a manual called " A Compendium -- Child Abuse by the National College of District Attorney’s," and helped put together manuals on child abuse for the New York state police and a national child abuse center.

Detectives got conflicting information when they attempted to determine if a suspended Spokane police officer or his wife ever left their three children alone with a registered sex offender living in the family's home, newly released police records show.

Cpl. David Freitag has been on paid administrative leave since July 25, when Thomas A. Herman was arrested by FBI agents on federal child pornography charges.

Herman is accused in a federal indictment of using his computer and the Internet, while living in the police officer's home, to trade and download thousands of pictures of children being raped.

The 65-year-old sex offender is scheduled to stand trial Dec. 4 in U.S. District Court in Spokane. A pretrial conference is scheduled Monday afternoon before Judge Fred Van Sickle.

After his arrest, Herman reportedly told FBI agents that he frequently baby-sat Freitag's children.

The Freitags each have a teenage son from prior marriages and are the parents of a 6-year-old daughter.

When their daughter was questioned by a specially trained child counselor, she "nodded her head yes" after being asked if Herman had ever taken care of her while her parents or older brothers were gone from the home, according to the detectives' reports.

"She told (the counselor) that Herman would watch her sometimes when her mom went to the liquor store or to the Smoke Shop," the reports say.

The child told the counselor she never played any games on Herman's computer and that he called it his "secret computer."

The girl didn't suggest she was inappropriately touched by Herman, the reports say.

When Freitag and his wife were separately interviewed by the same detectives, they denied ever leaving their young daughter or teenage sons alone with the registered sex offender, the newly released investigative reports say.

The police documents, obtained under the Washington State Open Records Act, reveal that Freitag agreed to talk with detectives from his department after hiring attorney Carl Oreskovich.

Freitag said he and his wife agreed to allow Herman to move into the basement of their home after a tax foreclosure forced Herman out of his late mother's house where he had lived, the reports said. Both Freitag and his wife told investigators they knew Herman was a registered sex offender who had been convicted of raping girls in the mid-1980s.

The police officer and his wife "set no specific date for Herman to move out, but they told him several times that this was a short-term resolution to his (financial) problem," the reports say.

The police officer said "that at no time has he had anything to do with child pornography or anything that Herman has been doing on the computer," Detective Mark Burbridge wrote after interviewing Freitag.

"When asked if Herman was ever left in charge of the kids, Freitag's answer was 'no,' " the report said. But later when asked if his wife may have left the children with Herman while Freitag was at work, the officer responded, 'To the best of my knowledge, no, but I'm not sure,' " the report said.
